SRE is seeking aData Analyst, Consultantlead data-driven workforce analytics and strategy efforts across multiple federal task order contracts. This position will focus on integrating and analyzing workforce data, developing actionable insights, and delivering impactful solutions to stakeholders, including senior leadership and Congress.They'll be responsible for managing data from multiple federal systems, conducting workforce gap analyses, creating and maintaining SQL queries for reporting using tools such as SQL Server Management Studio (SSMS), and developing visual dashboards with Power BI. The role also supports workforce strategy alignment with frameworks such as NICE and DoD Cyber Workforce Framework (8140), while driving process optimization and collaboration across diverse teams to achieve organizational goals.

Responsibilities include, but are not limited to:

Data Integration and Management:



  • Extract, transform, and analyze data from multiple sources, including HRSmart, USAStaffing, LEAF, ServiceNow, and VA-specific management systems and trackers.
  • Aggregate and standardize data across platforms, ensuring accuracy and relevance for workforce-related metrics and reporting.


Data Analysis and Insights:



  • Conduct workforce gap analyses, aligning data insights with organizational objectives.
  • Create and maintain queries in SQL (e.g., Microsoft SQL Server, Azure SQL) to retrieve and manipulate workforce data for specific reporting needs.
  • Scrub redundant data fields and ensure data integrity, particularly in HRSmart and other VA systems.


Visualization and Reporting:



  • Translate raw data into actionable insights tailored for diverse stakeholders, including Congress, GAO, and leadership teams.
  • Develop dashboards and visual tools using Power BI to communicate workforce trends, training progress, and key performance indicators (KPIs).


Support Workforce Strategy and NICE Alignment:



  • Align data analysis efforts with NICE Workforce Framework and DoD Cyber Workforce Framework (8140) to support work role development and career pathways.
  • Generate Competency and Goal Analysis Reports, Skills Maturity Assessments, and workforce development recommendations.


Stakeholder Engagement and Collaboration:



  • Respond to ad hoc data calls and inquiries, understanding the question's context, underlying purpose, and desired outputs.
  • Collaborate with cross-functional teams to provide clear, tailored data solutions for leadership, training managers, and operational teams.


Process Optimization:



  • Assist in process improvement initiatives by leveraging insights from data to streamline workflows and improve workforce efficiency.
  • Contribute to the development of legally defensible tools and repeatable frameworks for workforce analytics and decision-making.


Skills and Experience:

Technical Skills:



  • Proficiency in SQL (e.g., Microsoft SQL Server, Azure SQL) for data extraction, transformation, and custom query development.
  • Expertise in data visualization tools like Power BI and Tableau.
  • Familiarity with HRSmart, digital training management systems, USAStaffing, LEAF, ServiceNow, and other federal workforce data systems.
  • Strong knowledge of data analysis techniques, including statistical analysis, data cleansing, and trends identification.


Workforce Analysis and Strategy:



  • Experience conducting skills-based assessments, workforce gap analyses, and competency modeling.
  • Knowledge of Individual Development Plans (IDPs) and the ability to tie training and development initiatives to workforce goals.


Communication and Collaboration:



  • Strong ability to create and present visual insights tailored for stakeholders such as Congress, GAO, and executive leadership.
  • Experience synthesizing data into concise, actionable workforce strategy reports.


Other Desired Skills:



  • Familiarity with ITIL principles, particularly for systems like ServiceNow.
  • Experience supporting exercise design or scenario-based learning.
  • Strong problem-solving skills and the ability to work across multiple teams and disciplines.
  • Familiarity with SQL Server Management Studio (SSMS) for managing and executing SQL queries, troubleshooting database issues, and monitoring database performance to support workforce analytics and reporting needs.



Education and Certifications:



  • Bachelor's Degree required
  • Minimum of 5 years of experience in the effective use of data provided by cost estimators to create overall cost versus benefit assessment while considering functional benefits, technical performance, risks, and schedule concerns.



Compensation:

The estimated salary range for this position is estimated to be $75,000-95,000/year. Please note that the salary information is a general guideline only. SRE considers a wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. Additionally, SRE adheres to all state and federal requirements regarding salary to ensure compliance with applicable labor laws. The estimate displayed represents the typical salary range for this position and is just one component of SRE's total compensation package for employees.

Work Environment:

The primary work location of this position is the Washington D.C. Metro area, remote work is allowed but not guaranteed. If you live outside the commutable area, travel expenses are not reimbursed to the primary work location.
