Position Summary

Provides leadership, strategic guidance and oversight of nearly all proceedings before the Company's primary regulators - the California Public Utilities Commission (CPUC) and the Federal Energy Regulatory Commission. The incumbent develops the integrated regulatory policy and strategy across all proceedings. Depending on the importance of the proceeding from a safety, customer and/or financial perspective, the incumbent drives planning and ongoing review meetings with senior executives; stakeholder outreach; communication plan oversight; and implementation of resulting regulatory decisions. He/she builds and manages constructive relationships with the CPUC Public Advocates Office, various divisions, Administrative Law Judges, Commissioners' offices, and other key parties including consumer representatives, labor union representatives, and other stakeholders.

This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory.

Reporting Relationship

This role reports into the VP, Regulatory Proceedings & Rates.

Job Responsibilities

  • Responsible for the production process of regulatory filings, from inception to continuous improvement. This includes designing and deploying revisions to a cross-functional process for on-time and quality deliverables.
  • Champions Lean principles and engages team in workflow with continuous improvement that follows 5 Lean Plays: Visual Management, Daily Operating Reviews, Problem Solving, Standard Work, and Waste Elimination.
  • With IT and vendors, designs and deploys regulatory production and workflow tools in a Lean way and utilizing Artificial Intelligence (AI) for data gathering and management.
  • Provides high-level, strategic leadership and makes recommendations on strategy, policy and process. Partners with senior leaders across all lines of business (LOBs) to develop an integrated regulatory strategy that aligns with long-term Company goals and objectives. Maintains knowledge of and informs company executive leadership of regulatory developments that might influence the regulatory strategy.
  • Leads the planning of key regulatory proceedings from the development of the case strategy to testimony development and through successful case resolution and implementation. Establishes case management organizational structure to deliver a successful outcome from the regulatory process, including demonstration of Lean at Operating Reviews that include executive leaders.
  • Interfaces with the CPUC regarding the overall regulatory process, seeking to influence the process, the outcome, and to develop and maintain positive, effective relations.
  • Partners with Regulatory Relations Directors, acting as the subject matter expert on various regulatory proceedings in meetings with CPUC commissioners.
  • Leads the Regulatory Support department that provides support for all regulatory cases.
  • Establishes and manages on-going communications and working relationships with internal and external contacts/stakeholders such as CPUC leaders, industry and consumer representatives and other utilities. Represents the company's interests at industry events and conferences through networking and meeting with key industry representatives and decision makers.
  • Develops department long-term direction, operating plans, budgets and performance metrics that support Regulatory Affairs and the company's business objectives.
  • Regularly monitors staff/department performance and prepares summaries and presentations conveying status of department initiatives. Presents to the VP. Addresses sensitive and complex issues that can have a significant impact on the department.

Compensation

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimatethe successful candidate hiredinto this rolewill be placed towards the middle ($282,000.00) of the range, the decisionwill be made on a case-by-casebasis related tothese factors.

A reasonable salary range is:

Bay Area Minimum: $209,000.00

Bay Area Maximum: $355,000.00

Background Qualifications

Minimum

  • Bachelor's degree in Business, Finance, Economics, Accounting, Public Policy, Engineering or related discipline, or equivalent related experience.
  • 12 years of relevant regulatory, utility finance, project management or systems design, or related work experience

Desired

  • Master's degree in business, finance, economics, public policy, law or related field
  • Previous experience in utility or energy regulatory rate case or project management
  • Previous experience in systems design or production
