Director Emergency Management Operations

Reporting to the Vice President of Finance & Administration and CFO, the Director of Emergency Management Operations is responsible for the effective planning, coordination and response to emergencies. Partnering with key constituents across the College, this position oversees the college's alignment with nationally recognized standards to ensure business continuity during emergencies.

* Develop, update, and maintain campus wide emergency plans for preparedness, response, continuity of operations, mitigation and recovery, the college's Emergency Response Plan, including Incident Command System (ICS) positions and checklist and departmental action plans.

* In partnership with constituents across the College, assists in planning, implementing, activating and coordinating development and readiness of emergency operations centers. Provide leadership and guidance during an emergency impacting the college. Supports recovery after an emergency. Prepares after-action reports and tracks and documents corrective actions and post-incident improvement plans.

* Monitor meteorologic conditions, natural disasters and other emergency management situations that impact the college community, disseminating alerts, watches, warnings, forecasts and other related products.

* Create relationships with emergency management resource partners at local, state and federal agencies to ensure effective and efficient communications and sharing of resources will occur in the event of an emergency.

* Assist with coordination, design, and conducting of periodic emergency preparedness training and exercises, including tabletop, functional and full-scale exercise and drills to prepare for effective response to major emergencies and to improve preparedness for employees and students.

* Support and assist with development and delivery of programs specific training with campus partners regarding emergency preparedness, mitigation, continuity and disaster response.

* Coordinates the annual process of identifying, measuring and updating the college's risk registry process to mitigate risk.

* Work collaboratively across the campus to implement systems, policies and procedures for identification, collection and analysis of risk related information.

* Oversee the development, maintenance, and management of EH & EH&S programs, permits, procedures, systems and protocols that promote environmental, health and safety of individuals, to comply with applicable laws, regulations and best practices.

* Other administrative projects relating to emergency preparedness as assigned, including best practices and emerging trends.

This position will respond to emergency incidents on a 24-hour basis and may work irregular hours at various locations a during an emergency incident

Minimum Qualifications


  • Bachelor's degree in Public or Business Administration, Law Enforcement, Public Health, Emergency Management, Preparedness/Planning, Public Administration or closely related field
  • Minimum of 10 years related experience in disaster planning, emergency communications, emergency management, emergency preparedness, public safety, or disaster recovery or closely related field
  • 2 years of leading emergency preparedness programs



Preferred Qualification


  • Associate Emergency manager (AEM) or Certified Emergency Manager (CEM) is a plus



Knowledge and Skills


  • Working knowledge of local, state and federal government laws, regulations techniques for planning and implementing emergency services, including familiarity with emergency communications, related computer systems, and applications, including FEMA CPG 101 and 201
  • Making formal presentations and providing effective training, to include planning and managing exercises/after action reports, and emergency management concepts to varied and diverse campus audiences, to include senior level college leadership groups
  • Strong analytical, decision making and problem-solving skills, with the ability to think creatively to troubleshoot problems
  • Positive attitude, balanced temperament, strong sense of humor, and commitment to working successfully as part of a hard-working and cohesive HR team dedicated to the mission of the organization
  • Strong organizational and process management skills and track record of process improvement
  • Must be able to work well with all levels of employees, be flexible in nature, have sound judgment with an open and collaborative style that encourages teamwork and cooperation beyond the immediate team to the broader organization.
