Your Role Blue Shield of California is seeking a consultant-level Application Developer to join our IT Application Services team. The candidate will be a subject matter expert within a technical discipline, contributing to various product teams under the Claims Product Family. They will leverage deep technical knowledge and experience to build and develop cloud-based, real-time, and batch integrations. Additionally, the candidate will ensure solutions within the portfolio are secure and robust, define and enforce standards, lead technical training, and act as a specialist developer. This role requires effective communication and collaboration with IT, business, and vendor partners to provide cost-effective, high-quality, secure, and purpose-fit solutions. Your Knowledge and Experience
- Requires a bachelor's degree or equivalent experience
- Requires at least 7 years of prior relevant experience
- Requires 3+ years of hands-on design, coding, integration, and deployment experience in Cloud-based applications
- Requires strong technical acumen & deep working knowledge of Agile Methods, Service Architecture, and enterprise Cloud Integration
- Requires the ability to work directly with Business Stakeholders using excellent communication and problem-solving skills
- Experience in an Agile Methodology environment with ability to mentor development team members
- Must be independent and highly competent in developing custom business solutions and applications using the following: Azure cloud administration, configuration, development, architecture; API/Microservices; API Management/Gateway patterns; API Security/OAUTH/SAML; SQL/NOSQL Databases; Mulesoft or similar integrations; Azure DevOps - including CI/CD Pipelines
- Preferred experience in the following:
- Designing and building APIs using Java or C#
- Cloud Solution/Architecture Experiences - serverless, Kubernetes, Cloud Security patterns, Cloud Solution Architecture patterns, Cloud networking
- Expertise in cloud security best practices and their implementation within Azure environment
- Implementing and managing containerized applications using Docker and orchestration platforms like Kubernetes, with security considerations in mind
- Strong knowledge of scripting languages (e.g., PowerShell, Bash, Python)
- Healthcare data standards - FHIR/EDI
- Facets (Benefits, plan/product, eligibility, membership, claims)
- Git (Bitbucket), Jira, Jenkins, Service Marketplace, Tidal, Informatica, Unix, other scripting
- Ability to communicate and build alignment on concepts from ideation to execution
- Ability to influence, collaborate, and build relationships with key stakeholders, vendors, and cross-functional teams
- Ability to assess potential opportunities, risks, and issues, and make recommendations to resolve or course-correct as necessary
- Ability to effectively manage meetings and work regularly with a variety of stakeholders
- Effective verbal and written communication skills including the ability to create, translate, and execute technical deliverables
- Healthcare experience in claims processing & payments is preferred (Facets, FHIR)
- Experience collaborating with external vendors & distributed on/offshore teams
Pay Range: The pay range for this role is: $ 119130.00 to $ 178860.00 for California. Note: Please note that this range represents the pay range for this and many other positions at Blue Shield that fall into this pay grade. Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.
