Overview

The Green Mountain Care Board (GMCB) seeks an entry-level analyst for their Data and Analytical team (A-Team). The A-Team strives to produce timely and relevant information in support of the Board's regulatory duties.

The Analyst will be primarily dedicated to working with the Vermont Uniform Hospital Discharge Data System (VUHDDS), a rich data resource stewarded by the GMCB and made available to state and external users. The Analyst is responsible for maintaining and reproducing standard reports on health care utilization and hospital market share based on VUHDDS. The position is expected to collaboratively gather requirements and then query data for the development of analyses - both recurring and ad hoc.This role is part data operations for VUHDDS as well. Some data operations tasks may include running QA checks on new extracts to the data warehouse, providing contract support, and assisting with documentation for any changes affecting data users.

Additionally, this role will work on enhancing existing reports, dashboards and other public-facing materials with improved data, while meeting publication guidelines. The position will present data and relevant findings publicly at open-forum Board meetings, as necessary. This work may include meeting with external stakeholders to understand and collect data requirements, organizing data elements to meet the need or determining other data sources as a proxy, and conducting research to produce a final report or dashboard.

Environmental Factors

Duties are performed largely in a standard office setting, but private means of transportation should be available for required travel outside the office. The role involves intensive interaction with department officials who may advocate strongly for their programs. Required recommendations may be difficult because of competing interests and limited resources. Rapid response in the face of tight deadlines may be necessary, requiring some evening and weekend duty.

Minimum Qualifications

Master's degree in business or public administration, statistics, or information technology field.

OR

Bachelor's degree business or public administration, statistics, or information technology field AND one (1) year or more of data administration, business analysis, statistics, or design work.

OR

Four (4) years or more of data administration, business analysis, statistics, or design work.
