This is a remote position.

We are looking for a Task Order Project Manager (TOPM) to join our team providing Electronically Stored Information Disclosure and Discovery (ESIDD) Product Support Services to DLA within the overall ESI process and the eDiscovery platforms (i.e. Exterro/Veritone/Mystic).

The Project Manager will oversee a team providing, but not be limited to, the following: document discovery, data/document conversion/migration; data/database copying; litigation support database loading; file processing, documentation production for litigation support; and IT forensics support. The team will process collected data into the eDiscovery solution, analyze electronic evidence in the document discovery process; document and present findings impartially; and objectively analyze such results in a legal environment, using DLA-approved tools, procedures, and techniques.

Responsibilities Include:



  • Manage all day-to-day operations, including administrative functions, assessing risks, identifying unstated assumptions, and resolving interpersonal conflicts to make the program successful.
  • Prepare a Task Order Management Plan (TOMP) describing the technical approach, organizational resources, and management controls utilized to meet the cost, performance, and schedule requirements for the proposed effort (includes WBS & Staffing Plan).
  • Prepare a Quality Control Plan (QCP), Transition Plan, GFE Report, 8570 report, monthly progress report, prepare briefing materials as needed and represent the program at briefings, meetings, and conference calls with organizations of interest, stakeholders, external and internal systems.
  • Create and maintain a project schedule with duration for each WBS task, maintain a risk register, requirements traceability matrix, and scope statement with a documented minimum viable product.
  • Directs project-specific staff and reviews work products for completeness and adherence to customer requirements, provides communication to management to review project plans, status reports, and deliverables, and develops overall project milestones, and monitors the execution of the project against planned timelines, directs and reviews program plans, status reports, and deliverables with the program director and project teams, assist the COR and ESIDD Program Manager in preparing briefs, attending meetings, and capturing notes as required.
  • Responsible for planning and managing, monitoring workflow, progress reporting, identifying, and assigning staff, budget development and tracking, coordinating technical/data processing support, and obtaining other required resources and manages all support provided to cases and serves as the Government's primary point of contact for all support for the case.
  • Have frequent contact with the PM, the COR, other PMO government personnel, and supported customers.
  • Performs an active quality assurance role to ensure high-quality work delivered on time, ensuring that proper security is maintained overall project materials in accordance with Agency security procedures.
  • Review status reports of team members across programs/projects and addresses issues as appropriate. Identifies and solves program/project issues and plans and schedules project deliverables, goals, and milestones.
  • Coordinates overall team support for cases to ensure timely and effective support.
  • Maintains an active caseload while supervising and coordinating the caseloads of other Contractor resources, as well as coordinating with other Contractor components to deliver project support while defining resources and schedule for program implementation.




Requirements

  • Certifications:


    • Project Management certification (e.g., Project Management Professional (PMP) Certification, Scrum Master or otherwise recognized certification)


  • Experience:


    • Five (5) years of project management or other relevant experience with progressively higher responsibility in the public and/or private sector in the IT and/or consulting fields.
    • Five (5) years of leadership experience with progressively increased responsibility in public and/or the private sector within the IT and/or consulting fields (i.e. eDiscovery).


  • Clearance:


    • Must possess IT-II Non-Critical Sensitive security clearance or Tier 3 (T3) at time of proposal submission (DoD Secret Clearance).


  • Minimum Education:


    • Bachelor of Science (BS) or Bachelor of Arts (BA) degree or four (4) additional years of related experience.



Preferred Qualifications:


  • Experience with eDiscovery
  • Experience implementing software solutions across large and complex organizations
  • Certified eDiscovery Specialist (CEDS)
  • DoD Approved 8570 Baseline Certification Category Identity and Access Management (IAM) Level I
  • Ten (10) years of demonstrated experience with electronically stored information and electronic discovery systems.
  • Demonstrated ability to direct, plan and coordinate multiple project/tasks, including estimating resources, project planning, cost accounting, schedules, risk assessments, critical path method, contract reporting, and problem resolution.
