Full Time Housing Manager, Affordable Housing l Monday - Friday 8am - 5pm The Housing Manager is responsible for the oversight and overall management of one or more standalone HUD buildings. This position monitors the residents and assures resident needs are being met as well as legal, regulatory and compliance areas are followed. This position also assists in developing programs to meet the needs of the resident community. - Interviews potential residents, follows the admission process with each resident and assists them during the transition period, ensuring their needs can be met. Completes appropriate verification and lease agreements for all appropriate move-in, interim and annual re-certifications.
- Works with assigned case managers for residents with special needs to assist with ongoing support issues.
- Assures facility follows all HUD, federal, state and local standards and regulations. Maintains ongoing education to keep abreast of regulatory changes.
- Maintains and updates office files for HUD inspections in a manner consistent with agency and HUD handbook, regulations and notices and is available for MOR surveys.
- Maintains the physical building in accordance with local, state and federal building codes- including HUD's Uniform Physical Inspection Standards (UPIS). Identifies issues, writes and reviews service bids. Monitors work and authorizes payment following completion of work to Supervisors standards.
- Selects and manages external vendors and internal staff for scheduling, work completion, standards and payment.
- Maintains privacy and confidentiality of resident, resident records and resident living environment. Follows HIPAA regulations for resident protected health information.
- Maintains positive relationships with residents, their families, staff and the community. Maintains open lines of communication with residents and staff to monitor levels of satisfaction and/or dissatisfaction, and respond appropriately if changes are needed in policy, procedure.
- Manages positive resident relations, addresses problem residents, handles complaints and rule violations and termination of leases for policy violations.
- Collects monthly rents and all additional revenue, makes timely bank deposits, and ensures all bills are paid on a weekly/bi-weekly basis per procedures.
- Responsible for maintaining accurate records using the appropriate software including resident's receivables and Enterprise income verification, management systems for the property. Reviews Accounts Receivable report monthly and take appropriate action to correct.
- Represents the facility at community events and events held in surrounding communities. Assures the community is informed of the facility and its services. Enhances and projects public relations through speaking engagements, senior center contacts, networking and make "human interest", press releases, and advertisements to maintain a positive project identity and visibility.
- Performs other duties as assigned.
Minimum Required Qualifications:
- High School Diploma or GED
- Must be able to take and pass the HUD Handbook 4350.3 program within first 24 months of employment
- Must be able to take and pass the Fair Housing laws and regulations class within 12 months of hire.
- Ability to communicate effectively both verbal and written
- Proficient with Microsoft Office Suite
- Ability to follow all safety rules, regulations, policies and procedures of the facility including but not limited to: Vulnerable Adult and Abuse Policy, HIPAA, Resident's Bill of Rights, Universal Precaution, AWAIR, OSHA, Right to know, SDS, ADA, HUD Policy and Procedures, Fair Housing laws and regulations
Preferred Qualifications:
- Prior HUD experience
- Prior experience working with seniors
- Management experience
