Job Summary
This position supervises the overall accounting operation including accounts payable, cash handling, department recharges, and ensuring compliance with department fiscal policies and procedures. This position oversees and manages the administration of the Parking, Transportation & Fleet Services Office and is responsible for the planning, supervision, and program management of front counter and support operations. The position coordinates workforce administration, communication, as well as financial and internal controls. Incumbent oversees front office sales activity, payroll deduction processing, special events, cash and credit card collections and reconciliation, citation management, adjudication, and payment processing. This position collaborates with management for financial planning, cost analysis, process improvement, and management of department accounts. The Incumbent will review current office and customer service operations to identify areas for service improvements. The position is responsible for managing the daily operations (planning, coordinating, directing and supervising the activities) of the department, including travel and entertainment. This includes defining goals and objectives; formulating policies and procedures; developing, implementing and reviewing controls; ensuring compliance with all regulatory guidelines and requirements; and determining resource requirements. The Incumbent will review current operations for opportunities to maximize the exchange of data, systems, and/or staff to escalate and achieve customer service goals. Incumbent is responsible for providing recommendations to management in solving ever-changing problems due to overall hospital service objectives. This position requires the incumbent to receive assignments in the form of objectives and goals and be able to work with a high degree of independence and decision-making and complete assignments and achieve departmental objective and goals with a high degree of independence and decision-making in the completion and achievement of those objectives and goals. - Bachelor's degree in Public Administration or similar field with successful completion of at least 15 credit hours of university-level accounting through intermediate accounting or related field and/or equivalent education, experience and training.
- At least 2 years of experience directly related to duties and responsibilities specified.
- Supervisory and leadership experience or skills to manage staff, organize, plan, delegate field operations activities, motivate others, provide effective feedback, and build community.
- Experience with comprehension of contracts, policies, technical manuals, state and federal laws pertaining to vehicle codes and accessibility requirements.
- Experience composing comprehensive correspondence including reports, cost agreements, justifications, and proposals.
- Knowledge of PARCS equipment, audit and accounting principles and payroll reconciliation.
- Interpersonal skills to interact tactfully and diplomatically with a diverse group of people including faculty, staff and students; respond to questions and concerns; and comprehend the specialized needs of individuals from diverse cultural and ethnic backgrounds.

Department Overview Parking & Transportations Services (PATS) is responsible for all parking, transportation and fleet services operations and services for UC Davis Health located in Sacramento. The focus is on customer service and patient experience through adoption and integration of cutting-edge parking and transportation technology to provide service options, integration of multi-modal customer facing applications, increasing our modes and clarity of communication, optimizing people flow on the UCDH campus, as well as educate patients, staff, faculty and students on campus parking policies; and to create a better experience for all stakeholders by increasing compliance, while promoting environmental stewardship and continuing to expand our offerings of alternative transportation options. The unit sells permits (either by cash or through payroll deduction), staff kiosk-operated parking lots, and oversees metered lots. The issuance and sale of Parking Permits are strictly controlled by the department. Enforcement of all parking areas is performed by uniformed staff in accordance with California Vehicle Code 21113a; citations issued by agreement with the Sacramento Municipal Court. Work Environment
