The State of Vermont's Agency of Digital Services (ADS) team, supporting the Agency of Human Services (AHS), is looking for YOU to join us as a Senior IT Systems Developer utilizing Low Code Technology!

This position is ideal for professionals who have experience in system development, application design, and integrating enterprise solutions using low-code platforms. As a Senior IT Systems Developer, you will play a key role in shaping solutions that impact state services and improve customer service delivery.

  • IT Modernization - Lead the transition of legacy systems to cloud-based solutions using low-code platforms, driving the development of efficient applications for improved customer service.
  • Improving Business Processes - Use low-code technology to design, develop, and optimize solutions that simplify and enhance internal processes, improving operational efficiency and responsiveness.
  • Mentorship & Leadership - Provide guidance and mentorship to junior developers, promoting best practices and helping to advance the skills of your team.

Key Responsibilities

  • Solution Development: Lead the design, coding/configuration, testing, and maintenance of applications, ensuring high-quality technical documentation and alignment with project goals.
  • System Integration: Collaborate with cross-functional teams to integrate low-code applications with existing systems and databases, ensuring seamless operation across platforms.
  • Database Management: Manage and optimize database structures, perform data migration, and ensure optimal performance of systems.
  • Client & Stakeholder Communication: Work closely with internal clients and stakeholders to gather requirements, provide technical support, and ensure the solutions meet business needs.
  • Innovation & Optimization: Stay current with the latest developments in low-code platforms and Microsoft technologies, recommending new tools and strategies to improve system performance and user experience.
  • Mentoring and Knowledge Sharing: Provide guidance and foster continuous learning within the team, ensuring high-quality development and supporting career growth.

This position is located in Waterbury Vermont, and requires you to be in office for 2 to 3 days per week during your initial training period. After the initial training is completed, a hybrid schedule is possible working both remotely as well as in office, as needed. Starting salary is negotiable based on experience and qualifications.

Class Definition

This is the third level of five in the Systems Developer series. The position is primarily responsible for analysis, design, implementation and maintenance of new or existing software applications within a State of Vermont organization, professional programming, data base administration, and systems analysis work for a department or agency of Vermont State Government. Class incumbents are technical experts in their field. This level is different from the Systems Developer II position in that it requires a greater level of experience and ability to work independently, adds responsibilities for researching and improving the overall software development process, and may also act as a technical team lead. Work is performed under the general supervision of an administrative or professional supervisor.

Environmental Factors

Work is performed in a standard office setting and there is considerable interaction with users and members of project teams requiring some tact and diplomacy to balance competing views. Work outside of regular work schedule can be anticipated.

Minimum Qualifications

Bachelor's degree in computer science AND two (2) or more years of experience in computer or network support, programming or analysis, or database administration.

OR

Associate's degree in computer science or college-level coursework that includes 15 computer science credits AND four (4) or more years of experience in computer or network support, programming or analysis, or database administration.

OR

Six (6) or more years of experience in computer or network support, programming or analysis, or database administration.

Preferred Qualifications
  • Experience with Microsoft Services: Proficient with Microsoft Power Platform, SharePoint, Azure, and other Microsoft-based technologies and services. Experience with integration and customizing these tools to enhance system efficiency.
  • Experience with software development lifecycle and different processes like Scrum, Agile, Waterfall and the use of Azure DevOps or JIRA.
  • Experience with relational databases and data analysis.
  • Strong understanding of systems analysis, design, and database architecture, with a focus on enterprise-level solutions.
  • Ability to read and interpret system designs, workflow plans, and input/output documents.
  • Solid experience with one or more programming/Scripting languages such as C#, Java, Python, PowerShell with a focus on application development and system integration.
  • Experience with markup languages such as XML, JSON, and HTML
  • Strong communication skills, with experience working with both technical teams and non-technical stakeholders.

Preferred Certifications:

  • Microsoft Certified: Power Platform Fundamentals
  • Microsoft Certified: Platform Functional Consultant Associate
