The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to departmental budgets, qualifications, experience, education, licenses, specialty, and training. The above hiring range represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting. Position Summary Provides leadership as the IT staff expert on the business needs and support for the Non-Clinical Divisions of Columbia Health (Administration, Alice! Health Promotion, Disability Services, Sexual Violence Response) and others using shared non-clinical systems. Analyze, recommend, and track utilization of hardware/software and make recommendations for business process improvement. Provide project management for Non-Clinical Division IT needs and participated in strategic planning and budgeting. Coordinate and facilitate ongoing support, including serving as liaison to internal and external IT partners and vendors. Provide direct training and support. Supervise Non-Clinical IT Coordinator and monitor IT related budgets. Responsibilities
- Primary IT leader who supports and works closely with non-technical members of the non-clinical units to research, analyze, document, and make recommendations for the purpose of developing, integrating, and improving IT usage and IT-related business initiatives. Serves as liaison to non-clinical business application users, Columbia Health leadership, and internal and external IT partners/vendors. Work within the Columbia Health organization on behalf of the Divisions to represent the business user's needs for IT related requests including support of application enhancement requests, requests for new software systems, and other technology needs. Assist in the definition of business user requirements and ensure the requirements are being prioritized and addressed based on Divisions and Columbia Health's overall priorities. (25%)
- Manages the process and provides direction to the staff assigned to trouble-shooting and resolving system hardware and software problems. Identifies and analyzes the most difficult problems of IT-related initiatives, and makes necessary corrections and modifications in a timely and efficient manner. Enhance services within CHIT by providing subject matter expertise on business requirements and directs the IT specialists in developing solutions to address business needs (including recovery plans). Provide support and insights in to issues related to IT solutions and requests on behalf of the Divisions. Ensure security and maintenance, including system backups, are coordinated for the non-clinical IT systems. (20%)
- Coordinate and facilitate ongoing IT needs of the Non-Clinical Divisions using data and business analytics. Support the applications within the Divisions to ensure software applications are kept to the current release, are meeting the needs of end-users, and provide data to users efficiently. Work with Division subject matter experts to understand current IT needs and requirements to meet the mission of the Division. Support the Divisions in the procurement, implementation, updating, and support of administrative applications working directly within the CHIT structure and coordination with internal and external vendors. Recommend and write policies related to IT best practices. (20%)
- Project management. In partnership with Columbia Health IT Director and Columbia Health leadership staff, provide support for the prioritization and planning of all project initiatives. Ensuring support from the Divisions and commitment to the successful implementation of projects (e.g., system selections, system upgrades, enhancement requests). Maintains ownership of all issues until appropriate resolution. (10%)
- Coordinate and conduct training for staff on all aspects of systems used within the Divisions to include, but not be limited to, onboarding new staff, system updates and new releases, deployment of new systems, etc. (10%)
- In conjunction with the Non-Clinical IT Specialist, provide direct support to the Non-Clinical Divisions, as needed. This includes, but is not limited to, system administration, hardware/software support, user support, and tracking of help requests. (5%)
- Work with Non-Clinical Divisions to coordinate staffing to support activities such as testing and specification development as needed. (5%)

Minimum Qualifications
- Requires a Bachelor's degree in computer science, health informatics, information technology, management information systems, or closely related required.
- Minimum of four (4) years' related experience.
- Experience with database systems.
- Proven project management experience.
- Ability to translate complex IT concepts and business needs into action.
- Excellent communication skills (written and verbal).
- Experience developing and delivering training, including materials and other written support documents.
Preferred Qualifications
- Master's degree in computer science, health informatics, information technology, and management information systems.
- Project management certification.
- Experience with installation, configuration, and troubleshooting processes for software, hardware, networking, and accessory equipment strongly desired.
- Experience with developing and monitoring IT budgets.
- Experience supervising staff members.
