Payroll Services at The University of Texas at Austin is responsible for producing and distributing payroll for approximately 29,000 employees. Payroll processes monthly, semi-monthly and off-cycle payrolls for employees of the university. Our Benefits and Deductions Teams are responsible for deducting,
remitting and reporting payroll deductions and other payroll information to UT System Administration, state and federal agencies, and third-party vendors. We ensure compliance with federal, state and university laws and guidelines.

Purpose

Provide strategic and operational leadership to support the Benefit and Deductions Team in Payroll Services reporting directly to the Director of Payroll. This role requires working knowledge of the payroll cycle as well as benefits administration, tax compliance, and payroll accounting

Responsibilities
  • Provide leadership to Payroll Services in coordination with the Director and other payroll leaders by managing and supervising staff to ensure quality service to the university. Provide advanced management skills and develop direct reports.
  • Oversee the Tax Team to ensure compliance with federal and state regulations, taxation, reporting, wage garnishments and other deductions. Provide oversight for team responsibilities including: Federal and state tax withholding remittances/reporting; taxable fringes; nonresident alien tax compliance; HRIS reporting to Texas Comptroller; payroll calculations for deductions and adjustments; and student OASDI exemption process.
  • Provide direction and oversight to the Retirement and Insurance Teams within Payroll Services to ensure compliance with federal, state and university rules and regulations regarding mandated and voluntary retirement programs and UT System Group Insurance programs. Manage the overall processes by assigning and monitoring workloads to ensuring deadlines are met, payroll deductions are processed accurately and reporting and remittances to outside agencies are completed in a timely manner.
  • Communicate and disseminate payroll policies and procedures to internal and external staff, administrative leadership and campus leaders using a variety of different communication strategies including presentations, reports, electronic correspondence and web content.
  • Develop, implement and maintain policies and business processes to support the unit's activities and to enhance and maintain the effectiveness of unit operations. Develop and support long term strategic initiatives to improve efficiency and support departmental goals. Work collaboratively with functional
    and technical staff both within payroll and across university operational units to identify, test, and implement enhancements to existing processes and systems. Oversee project implementation, provide training and communicate information to university community.
  • Oversee customer support activities for the many consumers of payroll benefits and tax information. Consumers include employees, retirees, Human Resource Services, UT System Administration, and various third party vendors. Respond to Budget Office requests related to the Legislative Budget Board and pending legislation; and serve as a member of various advisory committees as appropriate.
Required Qualifications
  • Bachelor's degree.
  • Minimum of two years of progressively responsible management experience in payroll, accounting, or human resources.
  • Understanding of payroll and benefits environment and applicable state and federal laws governing payroll and tax administration. Strong decision-making abilities and leadership experience.

Relevant education and experience may be substituted as appropriate.

Preferred Qualifications
  • Bachelor's degree in Accounting or Finance. Experience with Workday, UT System benefits administration, and DEFINE. Experience working directly in payroll or employee benefit administration in higher education.
