Location: Anchorage, Alaska - Joint Base Elmendorf Richardson

Type: Exempt

Work Schedule: Full-time, Day Shift

Compensation: $130,000 - $150,000 per year

Tessera is seeking a professional Site Manager to join our Joint Base Elmendorf Richardson contract.

ESSENTIAL LEADERSHIP COMPETENCIES:

  • Lead the site team to deliver outstanding client results both functionally (DPW, Major Commands, Soldiers) and contractually (meeting or exceeding contract requirements).

  • Drive a world-class safety management system and safety culture through leadership engagement, safety risk management, safety assurance, and safety training and promotion. Model positive safety leadership behaviors.

  • Lead customer engagement and communications. Leverage full team including shops leads (integrated with facility managers), frontline managers and QC (integrated with contract officer representatives), and site leadership (integrated with DPW and major clients). Continually pulses client stakeholders for improvements, input, and opportunities to "solve tough problems" as a team.

  • Create strong employee relations skills, including servant leadership, interacting with human resource and vocational support staff, morale, communications, and conflict resolution.

  • Mentor team. Lead an integrated staff including both shops led by frontline supervisors and support functions, e.g., work control, logistics, planning, asset management - and support Deputy Site Manager in the day-to-day execution of the plan.

  • Improve technician and support staff knowledge, skills, and abilities through targeted recruiting, development along all aspects of the employee life cycle, advanced certifications, and training. Includes recruiting, incentivization, recognition, OJT, and formal training.

  • Lead site's performance trajectory with goals of achieving core capability at and of year 1 and adding advanced capability starting year 2 based on Tessera's maturity model.

  • Tailor Tessera's digital platform to optimize results for DPW and JBER clients through department leads and RAM support team. Primary components include Maximo, technician mobility, business intelligence (BI), client integration, supply chain management, and Asset Condition Monitoring.

  • Lead the site reliability program to extend asset life and reduce breakdowns. Leverage the entire team, to drive an asset ownership culture, expand/improve planned maintenance, leverage predictive tools, and enable key processes such as root cause analysis and PM optimization.

ESSENTIAL MANAGEMENT COMPETENCIES

  • Financial management - Leverage the cost workbook, understand key cost components such as staffing, indirect, materials, subcontracts, and loaded wages. Leverage the CFT project accountant and managers to price out modifications and contract rollovers. Brief RVP monthly on financial status relative to site objectives leveraging both Workday and Maximo data.

  • Contract Management - Understand the full contract requirements and ensure requirements are aligned to the right site teams for day-to-day management. Brief RVP and DPW on relevant aspects and resolve issues with RVP as needed.

  • Performance Management - Leverage the Deputy Site Manager, leadership team, and established BI solutions. Drive superior performance results, e.g., capacity, on-time completion, backlog, quality, and customer ratings. This includes a unified and tiered effort, including shop tailgate sessions, production meetings, and DPW/Client monthly briefings.

  • Change Management - Lead change management including both planned and ad-hoc improvements. Able to explain the "why" to employees and lead completion of key projects. Understand and leverage maintenance best practices and enabling technology.

  • Disability Awareness - Fully supports Tessera's mission of Providing Opportunities to People with Disabilities. Actively partner with Tessera's recruiter, vocational specialist, and HR Partner to attract, retain, and develop a diverse employee workforce.

POSITION RESPONSIBILITIES

  • Responsible for the success of all missions assigned, including planning, profitability, resource leveling, production, status reporting, and coordination with employees, customers, COR, and outside agencies.

  • Establish project objectives, procedures, and performance standards within boundaries of company policy and contract Performance Work Statement (PWS).

  • Responsible for ensuring required supervision of employees is present during both regular and non-duty hours.

  • Proactively coordinate handoff to Site Deputy Manager during absences for smooth transitions.

  • Responsible for meeting with the Contracting Officer (KO) and the Government Quality Assurance Evaluator (QAE) to review contract performance, including resolving any performance deficiencies.

  • Must be highly responsive to DPW leadership and contracting officer.

  • Control and tracking of property, both Tessera and Government furnished, including materials, equipment, and supplies used for this contract.

  • Coordinate with other contractors in performance of work.

  • Authorization to requisition supplies and materials and sign task orders for IJO (Individual Job Orders) within the Tessera approval tiers.

  • Travel to home office conferences, flagship sites, and outlying contract sites as needed.

  • Ensure professionalism in both appearance and demeanor throughout the Tessera workforce and customers.

Qualifications:

  • Bachelor's degree in facilities maintenance, engineering, construction, project management, or a similar field required.

  • Minimum of five (5) years of maintenance management or public works officer experience required.

  • Certified Reliability Leader (CRL) or Certified Maintenance and Reliability Professional (CMRP) certification required within two (2) years of hire.

  • Must have knowledge and practical experience in operations and estimating.

  • Construction, engineering, logistics, or military background is preferred.

Physical Requirements:

Employees must have the ability to perform the following physical demands for extended periods of time with or without assistance. The physical demands of this position may be reasonably accommodated for individuals with disabilities to perform the essential functions on a case-by-case basis.

  • Must be able to lift and/or move up to 70 pounds.

  • May be required to reach, kneel, walk, stand, and use repetitive motion for several hours at a time based on position duties.

  • Work may require repetitive motion, reaching, lifting, kneeling, and walking. Standing or sitting for several hours at a time, climbing in and out of a vehicle, and up and down stairs may also be required.

  • Must have the perseverance to work effectively under pressure for extended periods of time.

Requirements:

  • A valid state driver's license is required with the ability to obtain and maintain coverage by Tessera's insurance.

  • Must be able to obtain and maintain applicable security clearances and installation access. A background check and E-Verify will be conducted for this position.
