Experiment Planner/Technical Analyst - 25-010 - REMOTE

AUSGAR Technologies has an exciting NEW remote opportunity for an Experiment Planner/Technical Analyst to join our team of smart and innovative technical team members working remotely, preferably out of Norfolk, VA or San Diego, CA, but other locations will be considered.

Job Description:

Serve as an Experimentation Planner/Technical Analyst to support the Navy's Small Business Innovation Research (SBIR) program as a member of the SBIR Experimentation Cell.

Assist small businesses to maneuver the processes associated with testing and experimentation and the creation of valid and operationally testable problem statements, hypothesis, experimental objectives, test criteria and all associated planning/reporting materials. Facilitate, mentor and train customers in all areas of Naval Experimentation and Demonstration.

  • Active Secret Clearance required.
  • Bachelor's Degree in technical or research field of study, such as Engineering or Physical Sciences with coursework or Decision Analytics, Data Analytics, Applied Statistics, Applied Mathematics or Operations Research from an accredited college or university and ten (10) plus years' related experience.
  • Travel required up to 25%.
  • Salary range: $100-130K

General Skillsets:

  • Ability to analyze, summarize and report on technical and conceptual collected data.
  • Experience with Naval concepts and/or ships strategic and tactical functions, naval operations at the operational and tactical level of war, as would be gained from experience working with U.S. Navy operating forces, such as a numbered Fleet headquarters, Maritime Operations Center, carrier or expeditionary strike group staff, Navy tactical training group staff or Warfighting Development Centers.
  • Experience with Department of Defense/military experimentation, wargaming, modeling and simulation and/or test and evaluation.
  • Experience analysis planning, test issue resolution, post-test data analysis or scientific research.
  • Experience with data collection, analysis and assessment of new emerging technologies.
  • Experience in scientific research; Science, Technology, Engineering and Mathematics (STEM) or Industrial Psychology
  • Experience in applied statistics or data analytics, knowledge of linear regression, binary choice models, matching, resampling and missing data imputation.
  • Knowledge of commonly used concepts, practices, tools and procedures within the scientific and experimental research community.
  • Knowledge of mathematics, statistical and engineering methods in determining solutions to complex problems.
  • Excellent communication skills and ability to work effectively on a team is essential.

Experience with Operational Test and Evaluation (OT&E) and/or Developmental Test and Evaluation (DT&E) specialized skillsets (one or more of the following):

  • Surface Warfare Officer (SWO) or Surface Warfare Senior enlisted
  • Air Warfare Officer or Air Warfare Senior Enlisted
  • Engineering Duty Officer (EDO)
  • Experience with Navy shipboard install including:

o Navy Modernization Program Management and Operations Manual (NMP-MOM)

o ISO 9001 Quality Management System (QMS)

o Navy Modernization Process (aka Ship Main)

o Ship Availabilities (Ship Avails)

o Navy Data Environment (NDE)

o Ship Configuration Management

o Integrated Logistics

o Alteration Installation Team (AIT)

o Regional Maintenance and Modernization Coordination (RMMCO):

* Environmental Safety & Health Workbook

  • Safety Management System (SMS) document

Air Operations:

  • Interim Flight Clearance
  • COTS (ETP) Waiver
  • Airspace
  • Certificate of Waiver/Authorization (COA)
