Job Description:
We are seeking a Project Manager to support the Los Alamos Neutron Science Center (LANSCE) Accelerator Modernization Project (LAMP). The successful candidate must have a strong construction background and proven experience managing capital asset line-item projects under DOE Order 413.3B. This position will focus on overseeing the removal of the existing front-end of the Los Alamos Neutron Science Center (LANSCE) accelerator, installing new radio frequency quadropole (RFQ) and drift tube linac (DTL) systems, and updating/modifying existing infrastructure systems in a highly regulated environment.

The ideal candidate will have in-depth knowledge of project lifecycle requirements within the DOE Order 413.3B and be skilled in coordinating multidisciplinary teams in high-stakes environments. This work will be performed inside the existing accelerator facility and requires a detailed execution plan to successfully complete the project during an 18 month facility outage. The systems are technically complex and installation must be precise. The work is primarily a combination of mechanical and electrical scope and requires an understanding of construction subcontracting, work planning/scheduling, and expertise with configuration control.

Key Responsibilities:

  • Lead and manage DOE 413.3B capital asset projects through all Critical Decision (CD) phases
  • Oversee and coordinate construction activities including equipment removal, site preparation, new equipment installation, and waste management within a LANL operating facility.
  • Develop and manage integrated project schedules, cost estimates, and risk management plans
  • Implement Project Management requirements in accordance with LANL SD-350, Project Management for Capital Asset Acquisition and Construction
  • Implement the requirements of LANL SD-354, Earned Value Management System Description
  • Monitor project cost and schedule performance and provide variance analysis reports, as needed.
  • Ensure compliance with all DOE, federal, and site-specific regulations and safety standards
  • Interface with federal stakeholders, scientists, engineers, internal project teams, and subcontractors
  • Prepare documentation, briefings, project status reports, and presentations to senior management and federal counterparts
  • Develop subcontract statements of work to support removal and installation activities.
Requirements

Minimum Qualifications:

  • Bachelor's degree in Engineering, Construction Management, or related field.
  • Minimum of 12 years of project management experience, with at least 5 years on DOE 413.3B projects
  • Active Department of Energy Q clearance
  • Demonstrated knowledge and application of DOE Order 413.3B
  • Strong understanding of construction methods
  • Excellent communication and leadership skills
  • Experience working in highly regulated LANL facilities (e.g. facility safety basis, procedures, radiation work, etc.)

Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.
