Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification. This position is eligible for overtime compensation for all hours worked over 40 in the designated workweek.

About the Position

The Vital Records Specialist Lead (VRR Lead) effectively and efficiently coordinates all activities for the Office of Vital Registration (OVR) across its multiple sites and units so that the OVR management and staff may accurately and securely respond to and meet the complex and diverse vital records needs of the public and its stakeholders. The VRR Lead accomplishes this by providing paraprofessional, administrative support and performing operational analysis to ensure that the OVR maintains compliance while executing its mandated services.

We Require

  • Three years of vital records/registration experience

  • High school diploma or GED

  • A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis

We Also Value

  • Associate's degree in Business Administration, Healthcare, Public Health, Mortuary Science, or related field

  • Bilingual skills (English/Spanish)

  • Certification as a Public Health or Community Health Worker from an accredited college or currently enrolled in a Public Health or Community Health Worker program and eligible to receive certification within six months of hire

  • Lead or supervisory experience

  • Progressively responsible office, administrative, or clerical experience

  • Experience in vital records/registration, or in a health-related field, including mortuary science

Job Contributions

  • Provides daily direction and guidance to the Vital Records Registrars on behalf of or in the absence of the Vital Records Registrar Supervisor to include complex customer/stakeholder issue resolution and performs special projects.

  • Coordinates mandates services and activities within specified OVR location(s) and appropriate management team members to ensure compliance, quality controls and accuracy in collecting, reporting and recording vital records information.

  • Responds to, monitors and executes mandated birth, death, fetal death and stillbirth certificate registrations, corrections and/or amendments and issuance activities within the specified OVR location(s) and/or unit activities in person, by mail, telephonically and via the web

  • Oversees the acceptance of payment for services rendered and reconciliation of cash drawers, prepares bank deposits and executes the daily deposit armored service pick up, and opens or closes specified OVR site location(s).

  • Provisions, receives, reviews and approves monetary and bank note paper transaction cancellations, voids, and refunds. Ensures that these monetary and bank note paper transactions are documented appropriately and coordinates with the Business & Budget Unit as necessary.

  • Provides operational subject matter expertise, communicates, coordinates and executes with the site supervisor, QA Coordinator and other key management team members any improvements or agreed upon resolution(s) to any identified barriers or areas of concern to ensure that the specified OVR location(s) and program remain audit ready.

  • Receives, organizes, and reports all shipments and deliveries for the specified OVR location(s). Inventories, tracks, and notifies appropriate management team member of all supply and equipment needs to ensure that appropriate stock is maintained.

  • Disseminates the work unit's registration requests, partner letters, worksheets, affidavits, applications etc. amongst staff. Upon completion, prepares and transfers to custodial office or agency for permanent archival and retention.

  • Monitors and maintains physical organization of public, staff, and limited access areas to ensure safety and that all areas do not pose a risk to the public, staff, or County.

Working Conditions

  • Required to work at various locations and be on-call after hours and on weekends to respond to customer and partner requests for the registration and issuance of disposition-transit permits or in response to a public health emergency.

  • Travel will be required for attending conferences, trainings, and possibly varying work locations as assigned.

  • The Vital Records Specialist Lead position will handle traumatic subject matter.

  • Must be able to participate in emergency response training as scheduled and be available to respond as directed in the event of a public health emergency

  • Must secure and maintain an Arizona Department of Public Safety Level 1 Fingerprint Clearance Card and complete a background check

  • Must possess or have the ability to obtain by the time of hire, a valid Arizona driver's license.

  • Within one month of hire, all employees will be required to provide evidence of immunity or receive immunizations for vaccine-preventable illnesses for any position within the Maricopa County Department of Public Health; required immunizations include MMR (measles, mumps, rubella), Tdap (whooping cough and diphtheria), Varicella (chickenpox), and annual Influenza; some positions require a Hepatitis B vaccine and/or a Tuberculosis test

  • After successful completion of County, State, and applicable Federal training, the Vital Records Specialist Lead will be appointed as a Deputy Local Registrar by the Chief Deputy Local Registrar and the Maricopa County Department of Public Health, Health Officer. May be appointed as a Notary
