ACDHS uses an integrated Two-Generation (2Gen) approach to address all of the basic human services needs of the entire family unit. The 2Gen approach begins with a mindset focused on family-centered program design, continues with the alignment of services and resources within the department as well as across multiple organizations, resulting in coordinated services to children and adults together (family) in order to create long term stability and sustainability.
The 2Gen approach builds well-being for families by focusing equally and intentionally on high-quality services in five areas of focus: early childhood education, adult education and employment pathways, economic security, health and well-being and social capital. This approach will help us achieve our core mission of breaking the generational cycle of poverty, preventing neglect and abuse and building strong communities. The Child and Adult Protection Services (CAPS) Administrator - Permanency is responsible for managing designated program areas and service delivery for the CAPS division of the Department of Human Services. This job has shared oversight of approximately 70+ professional level positions charged with providing child and adult protective services for the citizens of Arapahoe County. The CAPS Permanency area works with families that are open for services due to concerns regarding abuse and neglect. Critical decisions are routinely made regarding risk, safety, need for out-of-home placement, service intervention and support to achieve safety and permanency for children.

Duties
-
- Responsible for the oversight and management of 5+ permanency teams working with families open for services due to concerns of abuse and neglect.
- Establishes clear, consistent objectives and expectations for staff, evaluates and manages performance, and provides coaching and corrective action when necessary. Collaborates with Human Resources and Legal to ensure employee relations issues are handled legally, timely and within guidelines and policy, and makes recommendations for corrective action as necessary.
- Provides leadership to subordinate supervisory levels to ensure consistency in communication and implementation of programs, management of staff, division practices and expectations, departmental and divisional policies and procedures, as well as Federal/State rules and regulations.
- Directs the development and implementation of comprehensive planning and services to respond to families in need with intent to prevent further abuse and neglect while achieving safety and permanency for children.
- Provides administrative leadership when directing and supervising decisions made by Child and Adult Protection staff including decisions about response and other case decisions, such as removal of a child.
- Works collaboratively with the CAPS Division Manager to plan administrative, tactical, and strategic direction for the CAPS Division and communicates to staff timely and consistently to ensure effective and efficient operations.
- Organizes and leads Permanency Section meetings. Recommends, establishes, and communicates goals and objectives for the Permanency Section and CAPS Division. Represents CAPS Permanency Section at various meetings to include State, other agencies, and the community. Makes public presentations related to the work of the Permanency section and CAPS Division to various groups to include county, state, and community.
- Oversight of numerous critical operational functions which include but are not limited to clinical consultation and guidance to assure child safety and wellbeing are prioritized and drive decision making. Includes the provision of case services to children and families, general office management, assuring efficient workflow and customer response, complaint management via customer service, emergency management, project management, business analysis, audit and review coordination, budgeting, financial management, purchasing, and coordination and participation in multiple elements of the hiring process.
- Maintains timely and responsive communication and collaboration with other units in the agency and ensures that there are good working relationships with such units and may be responsible for liaison with other community agencies and the general public.
REQUIREMENTS: Skills, Abilities and Competencies:
- Requires knowledge and compliance of Social Services Rules (Volume 7) and The Children's Code (Title 19). Requires a detail-oriented and mission-driven professional with strong technical skills and a deep understanding of child welfare practices. This job requires the ability to collect, analyze, and interpret data to inform policy, improve practice, and support positive permanent outcomes for children and families. The ideal candidate will bridge the gap between data systems and frontline child welfare practice, ensuring that technical solutions are aligned with the needs of caseworkers, supervisors, and the families they serve.
- Requires knowledge and understanding of the theory and application of fundamentals, principals, and practices of Social Work and Human Services program planning and implementation, including child and adult protection assessments, principals of human's behavior, and a broad knowledge of supervisory and management principals. Must have an extensive knowledge of court procedure and the legal and liability implications of social services delivery, extensive skill in teaching social casework practice, excellent written and verbal communication skills, skill in interpreting laws, rules and procedures and the effective communication of this to subordinates. Must have skill in originating, writing, and editing proposals, plans and technical documents.
- Ability to collect, synthesize and analyze data. Strong analytical, problem solving, and critical thinking. Skilled in identifying needs and in designing and implementing plans which meet those needs.
- Ability to assess situations and make prudent decisions; ability to effectively apply conflict resolution, exercise sound judgment, integrity, and innovation.
- Ability to coach, guide and develop staff, which includes strong conflict management skills, coaching and development, and holding staff accountable for performance.
- Ability to develop and maintain data systems and tools to support permanency planning and performance monitoring.
- Ability to collaborate with child welfare staff to translate practice needs into technical requirements for systems and reports.
- Ability to train and support staff on data tools, dashboards, and permanency-related metrics.
- Ability to perform social work administration without review by other professionals; ability to prepare complex written proposals and reports.

Education and Experience:
- Bachelor's degree from an accredited institution in social work or a human behavioral science field*
- 6 years of child welfare experience
- 4 of those years were spent as a child welfare supervisor
OR
- Master's degree from an accredited institution in social work or a human behavioral science field*
- 5 years of child welfare experience
- 3 of those years were spent as a child welfare supervisor
* In order to meet the minimum educational requirements of a human behavioral science degree, the applicant must have a degree with major course work (equivalent to 15 semester credit hours or 25 quarter hours) in either development of human behavior, child development, family intervention techniques, diagnostic measures or therapeutic techniques such as social work, psychology, sociology, guidance and counseling, and child development. Categorically Eligible Degrees: For the purposes of meeting minimum educational requirements, the following degrees obtained from an accredited university will be considered "categorically eligible". Bachelor of Arts and/or Master of Arts degree in the following areas of study. Areas of study that will be considered to meet the minimum educational requirements as outlined in Volume VII: 1. Psychology 2. Sociology 3. Social Work 4. Counseling 5. Child Development 6. Criminal Justice courses relevant to child welfare: This includes courses covering topics in juvenile justice, family law, family conflict, general court procedures, interviewing techniques, dispute resolution, and mediation. 7. Foreign language courses 8. Anthropology courses relevant to cultural development and history, linguistic development, and communications. Physical anthropology courses do not count toward the minimum requirements. 9. History courses relevant to family and cultural development.

Pre-Employment Additional Requirements:
- Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.
- Possession of a valid Class "R" Colorado Driver's License or the ability to obtain one within two weeks of appointment.
- Colorado State Child Welfare Supervisor Certification or the ability to successfully complete and pass the initial examination within 90 days of employment.
Post-Employment Requirements:
- Will require fingerprinting and a Colorado Bureau of Investigation (CBI) background check.
- On occasion, may be required to drive in poor weather conditions and handle potentially hazardous crisis situations in the office or in client homes.
WORK ENVIRONMENT:
- Work is generally confined to a standard office environment.
