The Director of Medicare Care Management, Strategy and Clinical Program Operations is responsible for owning the oversight of core Medicare clinical programs and the leadership, development and oversight of new Medicare clinical programs. This includes execution of core Medicare transition of care and longitudinal care management programs. It also includes the development and implementation of any new innovative clinical programs. This Director will be accountable for coordinating with the implementation team, M&R health plan leaders, CMOs, and the Network and Finance teams to drive end-to-end implementation of the new clinical programs. This position will provide adequate planning, contingency mapping, and risk identification / mitigation / escalation to ensure that all commitments for new clinical programs and all clinical program requirements in the contracts are delivered.

Reporting to the Sr. Director of Medicare Clinical Strategy, Program Development, and Operations, this individual will ensure ongoing communications to and engagement of clinical stakeholders as well as standard processes for continuing to support markets past go-live to ensure contractual obligations and performance standards are met or exceeded.

Primary Responsibilities:



  • Ensuring implementation of core and new Medicare clinical programs
  • Establishes clear, consistent communications to stakeholders to ensure transparency into overall clinical implementation status, risks, and contingency plans
  • Awareness of regulatory requirements to ensure a common understanding of the clinical model requirement and how distinct pieces connect to each other
  • Owns the success of the implementation of new clinical programs, effectively managing risk and partnering across the enterprise to ensure delivery of quality, timely, reliable solutions that meet health plan, provider, member and regulatory requirements
  • Ensures clinical processes, policies and procedures meet regulatory standards and are consistent with the national clinical model
  • Minimize deficiencies resulting from poor clinical implementation or clinical operations support / misalignment to regulatory requirements
  • Facilitate relationships across teams and business units
  • Drives accountability while maintaining positive, supportive relationships with matrix partners

Required Qualifications:



  • 5+ years project management experience
  • 5+ years leading clinical program implementation or operationalizing clinical programs
  • Experience driving quality results through setting clear goals, managing accountability and performance management for individuals and teams
  • Proven prowess in leading complex implementations
  • Proven conflict resolution and problem-solving skills



Preferred Qualifications:



  • Current clinical license such as Nurse, Physician, Pharmacist, Behavioral Health, or Clinical Social Worker
  • Experience with Medicare
  • Experience with clinical programs & systems
  • Managed care experience that includes at least 1 of the following: quality improvement programs, care management, utilization management, provider enablement, ACO, or other relevant clinical programs

The salary range for this role is $124,500 to $239,400 annually based on full-time employment. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable.
