This Navy Programs Director is the principal leader responsible to the Federal Business Group President for the growth of the United States Department of the Navy program. This role is responsible for leading, developing, implementing, and monitoring effective programs including new business prospects, technical services, staff development, quality, production methods and standards in congruence with established company goals and objectives. Must effectively collaborate with company operational and business group leaders to identify and pursue opportunities. Must be capable of working with a broad spectrum of external stakeholders, partners, and clients to deliver quality products and services. Works in conjunction with the Federal Leadership Team in establishing and monitoring overall program direction and goals. On occasion, this role may take on a principal level role on project delivery as well as help to manage client and community relations.

Primary Responsibilities

* Leads Navy (including Marine Corps) Programs strategic direction and visioning.

* Achieves sales goals related to Navy Programs.

* Develops new projects, markets, business classes, project planning, financial information, staffing requirements, marketing materials and other related matters for Navy Programs.

* Plans, directs, and monitors all aspects of program execution by overseeing a broad range of disciplines including, but not limited to: change management, commissioning/asset onboarding and retro-commissioning, communications, construction management, cost control/estimating, contingency management, document management, environmental planning, compliance, and restoration, financial support, organizational strengthening, permitting, planning/design management, program governance, procurement, project management, quality management, real estate, regulatory support, resiliency and sustainability, risk management, scheduling, and strategic planning.

* Coordinates with Federal Regional Directors, overseeing investment, selection, development, and direction of Navy Programs Directorate staff, including Client Management Teams.

* Prepare annual budgets and monitor performance of company-wide services within Navy Programs to achieve defined goals.

* Monitor Navy Programs direction, growth, technical capabilities, policies and practices, risk management, and adherence to company policies and procedures.

* Work cooperatively with company managers, other business groups, technical and marketing directors on company and business group programs.

* Contribute to strategic planning efforts and coordinate initiatives and directives with company leadership and employees at all levels, government officials, clients and members of the community.

* On occasion, may serve as a project principal/program manager on highly significant or complex projects/contracts. This entails oversight of scope, schedule, budget, resources, and relations.

* Assist with relationships and mutual alignments with various client bases and other partnering organizations to include, but not limited to local, state, and federal governments and affiliated agencies.

* Serve as a company role model in business and community.


Required Qualifications

  • Bachelor's degree in a professional area of study relevant to engineering, architecture, planning or science; master's degree preferred.
  • Professional registrations in area of study.
  • 15+ years progressive leadership experience in large, complex organizations with 5+ years of demonstrated success at the executive level.
  • Demonstrated experience in development and management of diverse teams.
  • Demonstrated experience in strategic planning and program management.
  • Demonstrated experience in the analysis and interpretation of business financial data.
  • Committed to quality, improvement and promoting company values at HDR.
  • Experience in formulating policy and developing and implementing new strategies.
  • Ability to motivate teams and individuals.

  • Travel requirement: 20-40%

The expected compensation range for this position depends upon skills, experience, education and geographical location. $198,960- $265,00
