Overview
The Business Services team at Utah State University invites applications for a Financial Officer position to support the Office of Advancement. Financial Officers manage the financial, human resources, and general business operations of the unit. Additionally, this position is appointed to the VP of Advancement's leadership team, supports various committees, and works closely with Advancement Services gift processing.

The Financial Officer will report directly to the Executive Director of Business Services while working closely with the VP of Advancement. They are responsible to supervise, train, and manage any additional Business Services staff assigned to the unit.

Responsibilities
  • Coordinates the development, preparation, and submission of all capital, revenue, and expense budgets and all financial reports for the organization.
  • Plans and develops comprehensive capital and operating budgets for a wide ranging portfolio of varying accounts relating to multiple components; reviews, analyzes, and verifies budgets; ensures balance of revenues, expenses, and transfers; and prepares integrated budget documents for submission.
  • Recommends and participates in the development of University policies and procedures; may serve on University planning and policy-making committees.
  • Oversees the approval and processing of revenue, expenditure, and position control documents; mass salary updates; and ledger and account maintenance and data entry.
  • Ensures compliance with University, state, and federal policies and regulations, while maintaining appropriate internal control safeguards.
  • Coordinates and analyzes fiscal and budget systems for controls, policies, and procedures; expedites audits; reviews changing state and federal laws, procedures and accounting practices, and makes recommendations for or implements changes in accordance with institutional policy.
  • Advises units on improvement of current fiscal procedures, implementation of new fiscal policies, and training of accounting and administrative personnel.
  • Ensures records systems are maintained in accordance with generally accepted auditing standards.
  • Provides leadership, administrative management, and operational coordination to various technical, professional, and/or administrative personnel engaged in specified project activities, as appropriate to the position.
  • Approves designated financial documents and transactions for the unit, including human resources, payroll, and expenditures (including purchasing card and travel).
  • Performs miscellaneous job-related duties within the scope of financial operations as assigned.
  • Develop presentations and present financial information, budgets, endowment forecasting to the USU Foundation Board and USU Foundation Board Finance Committee.
  • Assists with the negotiation of contracts and affiliation agreements that support USU Advancement's budgets.
  • Serve on USU Advancement's leadership team.
  • Develop unit budget reports for USU Advancement's unit leaders.
  • Work to modernize financial and budget systems across the Advancement Division and USU Foundation Board.


Qualifications
Minimum Qualifications:
  • Bachelor's degree in a business field plus four years of experience or an equivalent combination of education plus experience is required.
  • Ability to analyze financial data and clearly present the information in a group setting.
  • Experience understanding and negotiating contracts.
  • Ability to work and communicate with high level stakeholders.

Preferred Qualifications:
  • Master's degree in finance, accounting, business administration, or related field.
