Job Announcement

Coordinates, plans, oversees, and participates in a wide variety of financial accounting and reporting tasks for employees, police officers, and uniformed retirement systems (i.e., Fairfax County Retirement Systems (FCRS) in accordance with Generally Accepted Accounting Principles (GAAP). Participates in developing, implementing, and coordinating the day-to-day work activities associated with the accounting and financial reporting duties for the three retirement systems. Monitors the financial accounting activity of funds and ensures reconciliation of financial reports and transactions related to the custodial bank. Provides analysis and make effective recommendations to the finance and accounting team. Monitors and conducts the agency's monthly general ledger account reconciliations for investments held and investment activity for FCRS. Oversees staff involvement in the processing of purchase orders, reservations, and invoicing. Resolves accounting issues and ensures compliance with established policies and procedure. Oversees annual audit, act as liaison between staff and auditors, compile audit source documents, and completes workpapers independently. Participates in the development and the production of annual financial reports and supports the compilation of the financial statements reported in the county and agency's three annual comprehensive financial reports.

  • Performs highly technical analyses of county financial operations;
  • Participates in development and implementation of county-wide policies and procedures pertaining to accounting and financial reporting;
  • Researches accounting issues and new accounting pronouncements and recommends solutions and means of implementation;
  • Prepares financial statements and reports required by federal and state, including the county's annual comprehensive financial report (ACFR);
  • Serves as a consultant to departments on accounting and financial reporting matters;
  • Provides assistance to outside auditors by preparing work papers and financial reports as required;
  • Files all required Federal Information Returns and prepares related Annual Withholding Reconciliations for IRS reporting, and manages the related financial system accounting processes.

Required Knowledge Skills and Abilities

  • Knowledge of automated accounting systems;
  • Ability to prepare and interpret financial reports and statements;

  • Ability to plan and supervise the work of subordinates;

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies.)
Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least 18 credit hours of intermediate level accounting or higher; plus two years of professional accounting experience, including one year of experience working with automated accounting systems. CPA certification, or a master's degree in an appropriate field, may be substituted for one year of required experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a credit check as a condition of hiring and every four years thereafter to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Experience working as an Accountant
  • State or local government financial accounting and reporting experience
  • Experience working with SAP programs (such as FOCUS)
  • Experience working on general financial duties
  • Experience working with accounting/general ledger
  • Experience with payroll accounting
  • CPA or other professional certification.

PHYSICAL REQUIREMENTS:
Work is generally sedentary; however, employee may be required to do some walking, standing, bending, and lifting. Ability to read data on computer monitor and operate keyboard driven equipment. Ability to communicate with others. All duties performed with or without reasonable accommodations.
