Job Title: Human Resources/Risk Business Partner

Department: Human Resources

Classification: Non-Exempt

Hiring Range: $32.96/hour - $37.08/hour

[Salary Range: $32.96/hour - $49.44/hour]

Position Summary: Performs a variety of specialized, technical and administrative duties with the city's Human Resource Department; provides advanced and confidential office support to various Human Resources functions including but not limited to recruitment, benefits administration, confidential data management, personnel actions, workers compensation, city housing coordination and coordinates Human Resources related events and provides general administrative assistance.

Supervision Exercised and Received: This position works under the direct supervision of the Senior Human Resources Generalist.

Essential Job Functions:

HR Technology
*Performs a wide variety of HRIS audit transactions such as personnel transactions related to new hires, promotions, career progressions, lateral transfers, merit increases, performance bonus/administrative increases, voluntary terminations and retirements; status change transactions related to work location, benefit enrollment and supervisor changes in Oracle.
*Completes new hire information entries in necessary systems, including Oracle and Taleo. Occasionally completes new hire information entries in additional systems in support of Benefits & Compensation Analyst.

Customer Service & Administration
*Acts as the primary point of contact for HR business support, providing professional-level customer service for employees, management, and the public.
*Performs a wide variety of complex technical, administrative and confidential support duties for the Human Resources Department. Supports and provides on-demand assistance across functional areas of HR including, but not limited to, benefits, recruitment, policy, and performance management questions.
*Performs other administrative duties as assigned in support of the Human Resources Department, this may include ordering supplies, efficient operation of HR office areas, records management, reporting and required tracking.
*Assists in file management and I-9 Compliance. Assists with audits as appropriate.

Employee Housing Coordination
*Assists in the coordination of the City's internal housing program.
*Completes housing unit tours with potential lessees.
*Creates leases and distributes to employees moving into city housing. Collects and files leases thereafter.
*Directs incoming tenants to APCHA housing application.
*Coordinates payroll rent deductions with Finance team.

Risk Management
*Initiates workers' compensation claims as appropriate, coordinates with injured workers, doctors, and supervisors to facilitate care with supervisor oversight and return to work.
*Assists in the initial intake of property and casualty claims with supervisor oversight.
*May coordinate post-offer employment physicals and drug screens.
*Responsible for all CIRSA required online training and driving assessments.

Onboarding
*Administers the employee onboarding process, actively collaborating with hiring managers to ensure recruitment success. Responsibilities include confirming new hire paperwork (I-9, W-4, Benefits paperwork). Responsible for onboarding process improvement and maintaining alignment with current laws and regulations, and best practice development in field of Human Resources.

Budget
*Prepares requisitions in Oracle and is responsible for HR procurement.

Minimum Qualifications:

Education: Associate's Degree with major coursework in human resource management, Information Technology, Business Administration, or a related field.

Experience: Two (2) years of progressively responsible technical or administrative experience in a human resources department.

Prefer: Proficiency in HRIS software programs including but not limited to Oracle. Public sector experience.

Technical Knowledge: Must be proficient in the following areas: Microsoft Outlook Email, and a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms.

Licenses & Certifications:
Must possess a valid Colorado Driver's License or be able to obtain one within 30 days of start date.

NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.

NOTE: This position requires a Criminal Background Check upon hire. Employment is contingent upon successful completion of a Criminal Background Check.

Position Type and Work Hours:
*Regular full time, 40- hour workweek, Monday through Friday, hours may vary with workload.
