The GWAC Manager plays a critical role in driving federal sector growth through the strategic management, expansion, and execution of Government-Wide Acquisition Contracts (GWACs) and Multiple Award Schedules (MAS). This individual will support contract operations, task order execution, and modification initiatives-including expanding contract capabilities through additional Special Item Numbers (SINs)-with a focus on leveraging Seneca Holdings' tribal 8(a) status to position the organization competitively in the public sector marketplace.

Key Responsibilities:



  • Serve as the primary liaison of all GWAC and MAS vehicles, including 8(a) set-asides, ensuring full compliance with contractual and regulatory requirements.
  • Lead the identification, justification, and submission of GWAC or MAS modifications to add new SINs aligned with current or future capabilities.
  • Coordinate with internal SMEs and proposal team to develop modification packages including technical narratives, labor category mappings, pricing, and past performance.
  • Track and analyze changes in SIN availability, policy updates, and GSA/FAR guidance to proactively expand Seneca's reach on federal vehicles.
  • Ensure all modification efforts highlight Seneca's qualifications under tribal 8(a) eligibility to maximize strategic positioning.
  • Act as a liaison between contract vehicles and growth teams, enabling BD, capture, and proposal teams to successfully identify and respond to task order opportunities.
  • Provide early visibility into upcoming GWAC/MAS opportunities; work cross-functionally to align resources, solutions, and pricing strategies.
  • Design and manage streamlined TO intake and triage workflows to ensure Seneca can respond rapidly to high-priority GWAC/MAS opportunities.
  • Coordinate with capture and proposal managers to pre-stage templates, compliance matrices, and teaming strategies to accelerate response timelines.
  • Own responsibility for timely and accurate updates to external government GWAC portals (e.g., GSA eBuy, NASA SEWP, CIO-SP3/4), ensuring vehicle data, contract performance, and task order metrics are up to date.
  • Maintain synchronization between external reporting obligations and internal BD tracking systems.
  • Monitor and publish regular reports on upcoming or expiring task orders across all GWAC/MAS vehicles.
  • Ensure expiring TO radar is integrated into Seneca's pipeline review and that re-compete or follow-on opportunities are flagged for early capture.


  • Actively maintain alignment between GWAC/MAS pipeline data and Seneca's internal BD tools and platforms (e.g., CRM, pipeline dashboards, SharePoint).
  • Coordinate with BD team to ensure vehicle-specific task orders are correctly logged, tagged, and forecasted.


  • Monitor GWAC/MAS utilization trends, usage patterns by federal customers, and emerging areas of demand.
  • Provide regular reports on contract usage, win rates, and forecasted opportunities to BD leadership.
  • Evaluate potential new contract vehicles for pursuit based on portfolio alignment, small business participation, and 8(a) competitive or sole source access.


  • Build and maintain relationships with GSA, NASA SEWP, and other program offices.
  • Represent Seneca at government-industry events, GWAC customer training sessions, and with teaming partners on joint pursuits.


Qualifications:



  • Education: Bachelor's degree
  • Experience:


    • 5+ years of experience in federal government contracting, with 3+ years in GWAC or MAS management roles.
    • Experience managing vehicles such as GSA MAS, 8(a) STARS III, VETS 2, CIO-SP3/4, Alliant, or SEWP.
    • Proven success expanding contract capabilities through SIN additions, scope mods, or CLIN enhancements.
    • In-depth knowledge of the FAR, GSAM, and GSA eOffer/eMod systems.
    • Strong understanding of the competitive public sector landscape, 8(a) sole source and competitive rules, and small business regulations.
    • Excellent communication, proposal coordination, project management, and relationship-building skills.



Preferred Qualifications:



  • Experience working within a tribal organization, Alaska Native Corporation, or other SBA-designated 8(a) entity.
  • Familiarity with socio-economic program advantages and how they can be strategically applied on large-scale IDIQs/GWACs.
