What You'll Do
Senior Fleet Project Specialists are responsible for coordination of Fleet projects including fixed assets, fuel management, fleet information systems, licensing, regulations, parts administration, purchasing, contracts, vendor communication, training manual development and general compliance issues. Fleet services are provided to County departments and outside agencies. Position will provide lead worker support to daily and long-term projects. Work is performed under general supervision and is reviewed primarily in terms of efficiency and procedure application.

Minimum Qualifications

* Two year technical certificate in the field of fleet maintenance and repair AND Three years' experience with databases, contracts and record management systems.

OR

* Associate's Degree AND Three years' experience with databases, contracts and record management systems within a Fleet Management/ Fleet Information System.
OR

* Five years' direct work experience with databases, contracts and record management systems within a Fleet Management/Fleet Information System.

AND

* Valid driver's license

Licenses/Certifications to be obtained within 12 months of hire:

* Valid Commercial Vehicle Driver's License, Class A with combination, tanker, and airbrake endorsement

* OSHA fork truck operator certification

* MN Pollution Control Agency underground tank Class A/B Operator certification

* OSHA aerial platform operator certification

* ASE (Automotive Service Excellence) Parts Specialist Certification

* OPW Automatic Fuel Gauge Certification

* First Aide training class


Duties & Responsibilities

These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions.

1. Fuel management duties include enforcing fuel only credit card procedures, keeping fuel inventory at required levels at 6 locations and managing the fuel islands computer systems, tanks and database through downloading transactions, modifying data, encoding keys and tracking fuel usage errors to ensure accurate data for County wide user departments and non county customers as per joint powers agreements. Ensure compliance of regulations related to fuel storage, monitoring and reporting.

2. Develop, track, and enforce contracts and purchase orders for fleet activities including specifications and solicitation of quotes and bids ensuring compliance with County purchasing policies. Assist in development of 5-year Fleet Capital Equipment Program. This includes delivery inspections of new units to identification needed improvements for safety, efficiency, and productivity modifications for the setup procedures. Ensures disposal method of replaced units follow county policy as through trade in and/or auction services.

3. Management of fleets parts inventory that includes recommending parts room activities, establish inventory control by performing analysis to determine minimum stocking levels with optimum reorder points, inspect parts and material deliveries to ensure that parts received are as ordered, assign proper accounting codes for record keeping and train staff on parts room procedures.

4. Coordinate and track all on-road, off-road, recreational and boat licensing and registration to ensure compliance with state laws, to include licensing of undercover units for the Sheriff Office to ensure the safety of deputies involved in undercover activities. Develop a plan to ensure license tabs are purchased and applied within state timelines and meeting state regulations.

5. Administer the fleet computer tracking system by monitoring and inputting repair and equipment data to accurately track fleet activities and establish equipment life cycle costs. This includes working with the County fixed asset system to ensure compliance with policy and fleet related report generation for all County and JPA user groups. Reporting duties will cover all systems including CFA, OPW, Geotab telematics and Utilimarc fleet benchmarking.

6. Design and develop complex word processing projects, Access data bases, Excel spread sheets and various other complex forms of correspondence for County wide user groups and non-county customers as per joint powers agreements.

7. Administer, develop and update fleet manuals that include but are not limited to: fleet standard operational procedures, fleet information systems, fuel management, lockout tagout procedures, COOP and EOC plans for emergency operations.

8. Order, catalog, and assist in purchasing County supplied tools needed for vehicle repair and maintenance.

9. Assist in the scheduling, coordinating and performance of fleet services for county wide customers and non-county customers. Providing lead worker support to daily and long-term projects. Providing instruction, training and execution of fleet project specialist position duties as needed or assigned. Providing analysis of fleet data for use in key performance indicators, benchmarking and program and service indicator reporting. Provide technical assistance to fleet staff in all fleet information systems, track, and update fleet training certifications to ensure compliance and represent the groups interests in user feedback forums.

Work Environment
Must be able to perform the following in a complex ever changing work environment, on a daily basis: bending, turning/twisting, kneeling, climbing, reaching out, grasping, manipulating fingers and lifting 10 to 30 pounds frequently and 30 to 50 pounds occasionally. Exposures may include, but are not limited to changing weather conditions, dust, dirt, oil, grease, solvents, fumes, noise and all hazards associated with an equipment repair shop.

Location & Schedule
This is an in-person position at our Empire Maintenance Facility in Empire, MN. Work is performed Monday through Friday during regular business hours (7:00 a.m. to 3:30 p.m.)
