Position Overview:

The Vice President for Enrollment Management serves as a strategic leader at San Francisco Bay University (SFBU), reporting directly to the President and sitting on the President's Cabinet. This executive role oversees the entire student enrollment lifecycle-including recruitment marketing, outreach, admissions, and financial aid-and plays a critical role in driving the University's growth, access, and student success initiatives.

This position leads a dynamic team that includes the Recruitment Marketing Project Manager, the Senior Director of Outreach, the Senior Director of Enrollment, and the Associate Director of Financial Aid. The Vice President partners closely with academic and administrative leaders to align enrollment strategies with SFBU's mission of providing accessible, inclusive, and innovative education.

San Francisco Bay University (SFBU) is embarking on a bold growth trajectory, aiming to expand its in-person student body from 500 to 1,500 by Fall 2029. You will lead this vision and long-term institutional sustainability while enhancing access to affordable education. In parallel, SFBU is investing in its online presence with the goal of reaching tens of thousands of learners, focusing on serving the local community and increasing domestic student enrollment.

Essential Responsibilities:

Strategic Enrollment Leadership

    Develop and execute a comprehensive, multi-year Strategic Enrollment Management (SEM) plan covering the full student journey-from prospect to alumni-focused on achieving institutional enrollment goals and expanding market reach.
  • Translate enrollment trends, market research, and forecasting into actionable strategies; regularly update leadership on enrollment performance and key metrics.
  • Lead and manage all aspects of undergraduate and graduate enrollment, including in-person and online program recruitment, admissions, and enrollment data analytics.
  • Build a robust staffing model and team infrastructure that supports regional and national recruitment goals.
  • Foster strong external relationships with high schools, community colleges, and community-based organizations to build sustainable enrollment pipelines.

Operational Effectiveness & Technology Integration

  • Collaborate with the IT department to design and implement technology systems that enhance recruitment, admissions, and financial aid operations.
  • Continuously assess and improve operational workflows, leveraging innovation to increase efficiency and student satisfaction.
  • Provide transparent and timely reporting on enrollment trends, progress toward strategic goals, and retention data.

Recruitment Marketing & Communications

  • Lead the development and implementation of a targeted, data-informed enrollment marketing strategy to attract and convert diverse applicant pools-including undergraduate, transfer, continuing education, and graduate students.
  • Guide the creation of compelling digital campaigns, print collateral, and recruitment materials across multiple platforms and audiences.
  • Partner with the Director of Communications and Marketing to ensure consistency in brand messaging and alignment with institutional identity.
  • Supervise marketing staff in the creation of digital content, communications strategy, social media outreach, and yield-focused campaigns.
  • Identify and segment key geographic and demographic markets to improve personalization and outreach effectiveness.

Financial Aid Strategy & Optimization

  • Design and manage a strategic financial aid model that effectively uses federal, state, and institutional aid to support access, retention, and net tuition revenue goals.
  • Align financial aid strategy with recruitment objectives and collaborate with relevant departments to analyze aid effectiveness on yield and persistence.

Campus Collaboration & Student Success

  • Work cross-functionally with academic affairs, student success, and advising units to ensure a seamless enrollment experience and support holistic student outcomes.
  • Serve as a strategic partner in advancing retention and graduation initiatives through integrated planning and data-sharing.
  • Educate internal stakeholders about enrollment strategy, national trends, and challenges to foster an enrollment-conscious campus culture.

Resource & Budget Management

  • Oversee budget planning and resource allocation for all functional areas within Enrollment Management.
  • Ensure effective use of resources to meet strategic enrollment objectives and support operational sustainability.

Minimum Qualifications:

  • Ph.D. or terminal degree from an accredited institution.
  • Five to ten years of progressively responsible leadership experience in higher education enrollment management, with a record of successful outcomes in recruitment, admissions, financial aid, and student success.
  • Proven track record of visionary and strategic leadership, particularly in developing and executing long-term enrollment plans that align with institutional mission and goals.
  • Demonstrated experience using data analytics and market research to inform enrollment strategy, drive decision-making, and achieve measurable growth in enrollment, academic quality, and student diversity.
  • Deep understanding of high-impact practices, holistic student success strategies, and the student lifecycle from inquiry through graduation.
  • Demonstrated success in brand strategy, enrollment marketing, and digital communications, including the use of CRM platforms, digital campaigns, and targeted messaging to attract and retain students across diverse markets.
  • Exceptional ability to lead and inspire cross-functional teams, foster inclusive collaboration, and build strong working relationships across academic and administrative units.
  • Experience in change management and strategic implementation, with the ability to drive institutional transformation and achieve buy-in from stakeholders.
  • Strong commitment to diversity, equity, inclusion, and social justice, with a demonstrated ability to advance these values through enrollment and student engagement strategies.
  • Outstanding interpersonal, analytical, communication, and problem-solving skills, with a deep understanding of the current challenges and opportunities in higher education enrollment.

Anticipated Salary Range: $250,000- $265,000 per year, commensurate with experience.
