The Project of the Port of Elizabeth

APM Terminals and the Port of New York and New Jersey recently reached an agreement on the lease extension for APM Terminals Elizabeth through 2062. This extension paves the way for major infrastructure investments which will enhance capacity and transport velocity, create jobs and strengthen the economy.

APM Terminals will invest significantly in Port Elizabeth over the coming years to decarbonize its operations and enhance cargo-handling capacity at its 345-acre terminal. APM Terminals has also committed to the replacement and maintenance of all wharf and berth structures. This investment supports the Port Authority's Port Master Plan 2050, which anticipates cargo volumes doubling or tripling by mid-century.

Looking to the future, APM Terminals Elizabeth envisions a larger, more efficient container terminal. Planned upgrades include the optimization of the terminal layout, electrification of container handling equipment, and future-proofing container berths. In light of this development, APM Terminals Elizabeth is expecting to receive the sub-award of a Clean Ports Program Grant to partially fund these developments. This sub-award needs to be actively managed and sustained for compliance and project success.

The objective of this role is to assist the Project Director and project leaders to deliver the project by providing excellent project administration, document and system management, communication and business & office administration services and support.

ROLE:

Key Responsibilities:

Design Execution

  • Manage the delivery of all design stages through internal and external consultants, from concept to Issued-for-Construction (IFC) packages, depending on the design strategy.
  • Ensure designs meet technical requirements, phasing, regulations, and Standard Employer's Requirements (SERs) as defined by APM Terminals.
  • Oversee coordination of all design disciplines, including civil, structural, mechanical, utilities, electrical, IT, and automation systems, ensuring the produced design is harmonized and that necessary inputs from various disciplines are timely collected and incorporated into the design.
  • Support the procurement team by ensuring timely delivery of necessary documentation for the preparation of Requests for Proposals (RFP) in line with the execution schedule.
  • Participate in technical bid evaluations of Design Consultants, Contractors, and Suppliers.
  • Ensure that specific material/equipment purchased directly by the project is delivered according to expected quality standards and on time through vendor follow-up.
  • Liaise with Crane & Engineering Services (CES) to ensure project requirements are fully endorsed and implemented into Cranes Design.
  • Lead the provision of technical input for any agreements to be made with the Union in line with the applicable CBA to ensure requirements are met
  • Lead design interface tracking and resolution to manage risk and reduce rework.
  • Coordinate with the Construction Manager to ensure constructability and execution alignment.
  • Ensure that provided designs to the Contractor include all necessary information for construction under the applicable contracts.
  • As applicable, ensure Bills of Quantities (BoQ) are properly and timely executed and include all necessary material for the contractor to construct the facilities.
  • Ensure that Contractor designs are executed according to APMT standards and on time under design and construct strategy, through the project team or the PMC.
  • Track red-marked copies of design modifications at the site, ensuring they are reflected in the as-built drawings and properly registered and passed to Terminal Operations after project completion.
  • Produce an engineering close-out report.

Quality Assurance & Control:

  • Implement quality control processes including structured design reviews, value engineering, and third-party verification.
  • Ensure that Inspection Test Plans and Quality Control Plans for the various supplies and disciplines are produced and reflect APMT and international standards (and are included in the tender specifications as applicable).
  • Maintain traceability between requirements, standards, and final design documentation.
  • Participate in governance activities, contributing to readiness for stage gates and steering committee reviews.
  • Oversee design risk registers and ensure design changes are appropriately assessed for schedule, cost, and constructability impacts.

Qualifications, Skills, and Experience:

  • Minimum 7-10 years' experience in infrastructure design, preferably in the design of container terminals, quay walls, breakwaters, and associated infrastructures.
  • Proven experience in coordinating multiple disciplines and consultant teams through complex design phases.
  • Strong working knowledge of local permitting processes, specifically PANYNJ TCAP, international design codes, and engineering best practices.
  • Demonstrated capability to translate operational requirements into technical design outputs.
  • Desirable experience working within a client organization.
  • Previous experience in the construction of container terminals is desirable.

Education:

  • Bachelor's degreein Civil Engineering, Structural Engineering, or a related field.
  • Master's degreein Engineering Management, Construction Management, or a related field is highly desirable.
  • Professional Engineering (PE) registration in the United States is preferred
  • Previous experience in project design, permitting, and approval processes with Port Authorities, the US Army Corps of Engineers and other regulators is preferred.
  • Professional certifications such as Association of Project Management Chartered status, Project Management Professional (PMP)orequivalent would be a plus.

Job Type: Full Time

Salary: USD 133,000.00- USD 147,000.00

The above stated pay range is the anticipated starting salary range for this position. The Company may adjust this range in light of prevailing market conditions and other factors such as location. The Company will work directly with the selected candidate(s) on the final starting salary in accordance with all applicable laws
