Position Location: This position is located in Los Alamos, New Mexico. Los Alamos is a tight-knit mountain community that consistently ranks as one of Livability.com's Best Small Towns in America. The city is a top spot for outdoor enthusiasts as it has more than 120 hiking and biking trails, and residents enjoy easy access to the Pajarito Mountain Ski Area. Position Summary The Subcontract Technical Representative (STR) is the point of contact for all of the technical aspects of the subcontract for moderate or high-hazard work and is responsible for technical oversight of a subcontractor's performance to include the safety, security, and quality requirements under a subcontract. This is a matrixed position reporting to the Senior Manager, Subcontractor Technical Representative in Strategic Planning & Integration. As the "home" organization, Mission Excellence is responsible for developing the policies, procedures and systems that will be implemented across the project and ensuring that those policies, procedures and systems are appropriately implemented by the STRs. Strategic Planning & Integration will also be responsible for training and qualification of the personnel. STRs will take day-to-day direction from the N3B operations programs (ER and CH-TRU) to ensure they are supporting the priorities of the programs. This position requires creativity and flexibility to meet new challenges and the expertise to apply appropriate solutions efficiently. Minimum Qualifications (Knowledge, Skills, Abilities):
Education and Experience Required: Level 4: Bachelor's degree in a technical discipline combined with 10 years' relative experience, preferably in a high hazard, high consequence industry such as nuclear operations or radioactive/hazardous waste management. Per DOE O 426.2, additionally must have 2 years of job related and 1 year of nuclear experience. Level 5: Bachelor's degree in a technical discipline combined with 15 years' relative experience, preferably in a high hazard, high consequence industry such as nuclear operations or radioactive/hazardous waste management. Per DOE O 426.2, additionally must have 2 years of job related and 1 year of nuclear experience. Business Associations: Level 4: Serves as consultant to management and special external spokesperson for the organization on major matters pertaining to its policies, plans, and objectives. Level 5: Serves as prime consultant and external spokesperson for the organization on highly significant matters relating to policies, programs, capabilities, and long range goals and objectives. Impact: Level 4: Effects of decisions are long-lasting and heavily influence the future course of the organization. Errors in judgment or failure to achieve results would result in the expenditure of large amounts of company resources. Level 5: Decisions affect the financial, employee, or public relations posture of the organization. Erroneous decisions or recommendations would normally result in failure to achieve goals critical to the major objectives of the organization. Working Conditions and Physical Requirements: Normally assigned to perform work in an office environment with daily excursions to perform field oversight activities. Job performance requires adequate visual acuity and manual dexterity for meeting the requirements of the discipline. Safety, Security, and Quality While working to achieve N3B LLCC objectives, the STR will ensure all activities and operations are performed in a safe and deliberate manner to include protecting the confidentiality and integrity of Personally Identifiable Information (PII). This role will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
