If so, we invite you to join our team as the Department Fiscal Representative in the Business, Construction, and Facilities Department (BCFD) at the Johns Hopkins University Applied Physics Laboratory (APL).

BCFD is a dynamic department responsible for a wide range of crucial services that support the Lab's mission. Our portfolio spans accounting, contracts and procurement, facilities design and construction, building maintenance, campus planning, logistics, shipping and receiving, and more. As the financial lead for this wide-ranging organization, you'll play a critical role in enabling strategic decisions that shape the future of APL's physical and operational infrastructure.

We are seeking a forward-thinking financial professional to lead department-level fiscal planning and analysis for BCFD. This position manages the department's financial strategy and execution, including oversight of indirect budgets (Overhead, Capital, and Discretionary). You will also lead BCFD's submissions for the Director's Office Review (DOR), Annual Operating Plan (AOP), and Long-Range Plan (LRP), ensuring data-driven recommendations align with institutional goals.

As the Department Fiscal Representative, you will...

  • Serve as the primary fiscal point of contact for BCFD, leading efforts related to the Annual Operating Plan (AOP), Director's Office Review (DOR), and Long-Range Plan (LRP).
  • Develop and deliver detailed financial analyses that support departmental strategic planning, resource allocation, and informed decision-making.
  • Prepare and present clear, accurate financial briefings for senior leaders with an emphasis on insight, precision, and clarity.
  • Collaborate with BCFD leadership and staff to validate hiring plans, capital budgets, and other projections to ensure fiscal alignment with strategic goals.
  • Create and maintain financial dashboards, reports, and models that help identify trends, opportunities, and risks.
  • Cross-collaborate and support central Financial Planning & Analysis section.
  • Integrate data from multiple systems (e.g., PEER, Data Warehouse, ADDIT, EBSS) to produce ad-hoc and routine analyses.
  • Apply strong attention to detail to ensure the accuracy, consistency, and integrity of financial data and deliverables.
  • Recommend process improvements, innovative tools, and analytic approaches that enhance transparency and decision-making.
  • Partner with peers across the Lab to share financial best practices and stay aligned with institutional expectations and methodologies.

Qualifications

You meet our minimum qualifications if you...

  • Have a Bachelor's degree in finance, accounting, business, or a related field.
  • Possess at least 10 years of professional experience with budgeting, financial planning, and fiscal analysis.
  • Demonstrate strong analytical capabilities and a proven ability to synthesize data into meaningful conclusions.
  • Have a track record of producing high-quality, detail-oriented financial deliverables under tight deadlines.
  • Are a confident and effective presenter, capable of developing and delivering financial presentations to executive leadership.
  • Have advanced proficiency in Microsoft Excel, including pivot tables, VLOOKUP, data visualization tools and other advanced functions.
  • Can work both strategically and tactically-understanding the big picture while also being comfortable with detailed data validation.
  • Thrive in a fast-paced, mission-driven environment where priorities can shift quickly.
  • Hold US Citizenship or permanent resident status, as required to access APL's facilities and networks, subject to applicable laws.

You'll go above and beyond if you...

  • Have a Master's degree (e.g., MBA) in a related field.
  • Have experience with APL business systems (PEER, Data Warehouse, ADDIT, EBSS).
  • Are familiar with developing Power BI dashboards or similar tools to communicate financial data visually.
  • Have experience supporting financial audits or preparing documentation for DCAA review.

The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development.
