Pay Range

$120,510 - $147,564 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. Pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.


Job Description

We're looking for an Engineering Scientific Coordinator. You will perform a role as the Engineering Directorate construction manager overseeing facility configuration changes, interacting with construction craft teams, and outside contractors of Engineering's office and laboratory facilities. You will also provide support to the Engineering Deputy Associate Director of Operations. This position is in the National Security Engineering Division (NSED), within the Engineering Directorate.

This position requires full-time on-site presence due to the nature of the work.

In this role, you will

  • Provide advanced technical planning and direction for approximately twelve material coordinators that provide facility infrastructure required to meet directorate milestones and deliverables
  • Exercise independent judgment and discretion in the coordination of complex to highly complex Directorate operations construction projects and administrative missions, including providing original solutions to construction problems.
  • Oversee facility remodel construction, utilization, and occupancy of Engineering's office and laboratory facilities (700,000 GSF). Develop and implement methods and practices to keep such data current and immediately available for decision-making.
  • Collaborate with institutional Lab stakeholders to develop and implement strategies for efficient Engineering facility space utilization and to manage TESA lock administration.
  • Manage expenses for special facility construction projects; establish metrics, collect data, prepare reports, charts, and complex analysis related to Engineering facilities.
  • Manage Directorate office and lab moves using database and/or web-based tools and develop and implement procedures and practices that lead to efficiencies. Responsibilities include relocation of entire groups, identifying furniture requirements, and managing procurement, classified drops, and vault construction.
  • Serve as Engineering's primary liaison to institutional committees, space management and stakeholder advisory groups for facility operations and space management.
  • Manage and maintain Directorate facility walkthroughs based on independent decision- making within predetermined weekly themes, including entering and tracking discovered deficiencies.
  • Lead property management for the Engineering Directorate including the functional supervision of three matrixed full-time employees (FTE's) to track inventory, custodian assignments, and equipment end of life disposition. Supervise Directorate procurement functions.
  • Perform other duties as assigned.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in construction management, or related technical discipline, or the equivalent combination of education and experience in a related field of engineering training.
  • Experience and demonstrated success in developing performance measures and analyzing data outcomes for construction management and space management/coordination.
  • Experience managing construction projects, reviewing and interpreting construction blueprints and plans and solving construction related problems through understanding specifications and codes, estimating, project and jobsite management, and cost controls.
  • Experience leading operational work activities and multi-faceted processes, working effectively with all levels of management in institutional activities
  • Demonstrated ability to work in and lead multidisciplinary project teams, providing effective oversight of contractors and on-site craft personnel to ensure simultaneous commitments to performance, cost, and schedule.
  • Experience developing, adhering to, and monitoring budgets, and demonstrated ability to work efficiently with minimal guidance in a fast-paced work environment, with multiple deadlines and frequently changing priorities.
  • Advanced level interpersonal, verbal, and written communication skills to effectively explain, present, and direct others, including utilizing mature judgement, diplomacy, and tact while working with sensitive issues.

Qualifications We Desire

  • Advanced understanding facility construction and construction management.
  • Advanced knowledge of LLNL purchasing, procurement, and organizational procedures.
  • Advanced knowledge of Institutional Data Base systems: Enterprise Asset Management (EAM), LINCS, Lab Pricer, Java CAFE, and Work Planning and Control (WPC).

This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter.
