Position Summary:

Applied Training Solutions, LLC is seeking a qualified Deputy EOC Manager to support the coordination of state and local disaster assistance efforts. The Deputy EOC Manager will help manage budgets and expenditures related to disaster operations, assess critical assistance needs, and serve as a key liaison in the implementation of the state emergency plan.

Key Responsibilities:




  • Assist in coordinating state and local disaster assistance efforts





  • Support the management of budget and expenditures to ensure responsible fiscal stewardship





  • Appraise and prioritize the most urgently needed types of assistance during disasters





  • Serve as the secondary principal point of contact for coordination of state and local disaster relief activities





  • Implement elements of the state emergency plan in collaboration with stakeholders





  • Assist in planning, managing, and supporting Emergency Operations Center (EOC) activities during activations





  • Provide situational awareness and strategic recommendations to senior leadership





  • Support logistics, planning, and operations to ensure effective response coordination





  • Contribute to after-action reviews and improvement planning activities




Basic Qualifications:




  • 3+ years of work experience in emergency management or EOC operations





  • Experience in coordinating multi-agency disaster relief and response efforts





  • Strong understanding of emergency planning, disaster response, and recovery frameworks





  • Proven ability to manage budgets and operational expenditures during incidents





  • Excellent communication, coordination, and leadership skills





  • Must be a U.S. citizen




Preferred Qualifications:




  • Experience serving in a leadership role within a State or Federal EOC





  • Familiarity with state emergency plans and disaster assistance programs





  • Advanced ICS training (ICS-300, ICS-400, and E/L/G-449 or equivalent)





  • Knowledge of FEMA programs, public assistance, and emergency funding mechanisms

  • Performance Location: On-site while on assignment (location TBD)





  • Relocation Assistance: Not applicable





  • Clearance Required: None





  • Travel Required: Yes - up to 100% while on assignment




Working Environment:

The work environment includes Emergency Operations Centers (EOCs), field sites, and office locations. The role may require extended work hours beyond 12 hours per day and frequent travel to locations throughout the continental United States and its territories. The position demands flexibility, leadership, and the ability to perform under pressure during disaster operations.
