Summary:

We are seeking an experienced Finance/Admin Section Chief to support all financial, administrative, and cost analysis functions during emergency response or recovery operations on the state and local level. This position plays a critical leadership role in managing resources, ensuring fiscal accountability, and maintaining operational continuity in dynamic, high-pressure environments.

Job Duties:




  • Oversee and coordinate all financial and administrative aspects of the incident.





  • Supervise personnel responsible for tracking and recording staff time.





  • Negotiate leases and service agreements as needed.





  • Manage vendor contracts and ensure compliance with procurement policies.





  • Administer and process claims related to the incident.





  • Track, analyze, and report on incident-related costs.





  • Support audit and cost recovery processes as required.




Basic Qualifications:




  • Minimum of 3 years of experience performing the responsibilities listed above in an emergency management or disaster response setting.





  • Strong knowledge of cost tracking, timekeeping systems, and vendor contract administration.





  • Ability to work under pressure and adapt quickly in fast-paced environments.





  • Excellent organizational, communication, and analytical skills.





  • Must be a U.S. citizen.




Preferred Qualifications:




  • Past experience working on federally declared disasters or in a FEMA-coordinated response.





  • Familiarity with ICS (Incident Command System) structure and documentation.





  • Experience using cost analysis tools and incident management software.

Working Environment:

The usual daily work conditions will be in an office environment located at TBD depending on assignment. The job requires occasional lifting of computer and other equipment, generally not in excess of 50 lbs., usually in connection with equipment transport to off-site locations for events. Travel to locations regularly includes continental United States and its territories. Duty may include extended work periods beyond 12 hours; outdoor/austere working conditions; and driving for extended periods to work sites.
