Overview:

The Designated Trainer plays a critical role in maintaining the operational readiness and compliance of Control Center personnel at SSA Headquarters. Drawn from the existing pool of qualified Control Center Operators (CCOs), the Designated Trainer is responsible for delivering on-the-job (OJT) training for new hires, facilitating refresher training for existing staff, and supporting quality assurance through training documentation and performance monitoring. Trainers serve as technical subject matter experts, ensure staff proficiency with SSA-specific systems and protocols, and assist in updating training materials and operational manuals. This position requires strong instructional skills, deep familiarity with control center operations, and the ability to mentor others effectively in a high-security, 24/7 environment.

Primary Responsibilities:

  • Conduct on-the-job (OJT) training of new control center personnel.
  • Assist and provide training to incumbent control center staff in coordination with the CCM.
  • Maintain a record of all trainings conducted.
  • Provide updates on trainings to the COR/ACOR upon request.
  • Update and maintain the Control Center Operations Manual and Standard Operating Procedures (SOPs), as requested by the CCM.
  • Serve as a fill-in Control Center Supervisor in emergencies, if needed.

Supervisory Responsibilities:

  • Coordinate established training programs and materials among other trainers, the CCS, and the CCM.
  • Communicate deficiencies in staff performance to the CCM and recommend corrective training.
  • Guide and instruct new and current operators, ensuring consistency in knowledge and procedure adherence.
  • Provide oversight to new contractor personnel during standalone training periods.

Education and/or Experience:

  • High school diploma or equivalent required.
  • Candidates must be current Control Center Operators with a minimum of two years of experience in a control center environment. Selection is based on demonstrated operational expertise, adherence to all SSA policies and procedures, outstanding attendance, and a proven ability to mentor and instruct others.

Knowledge, Skills, and Abilities:

  • In-depth understanding of all operating systems and control center posts.
  • Strong instructional and communication skills (verbal and written).
  • Ability to identify performance deficiencies and prescribe corrective training.
  • Capable of updating SOPs and training materials accurately and clearly.
  • Proficiency in organizing, documenting, and reporting training activity.
  • Ability to work collaboratively with CCM, CCS, and other trainers.

Certificates, Licenses, Registrations:

  • Trainers must possess an APCO (Association of Public-Safety Communications Officials) trainer certification.
  • Must have completed:
  • SSA-specific systems training (24 hours provided by the Government during the transition period)
  • FEMA-required courses (IS-100.C, IS-700.B, IS-144)
  • Public Safety Telecommunicator certification
