Position Summary

The Government Property Administrator will be a critical member of the OTECH Integrated Product Support Core Team. The Government Property Administrator will track and monitor all government property in accordance with FAR/DFARS requirements in support of OTECH programs. The Government Property Administrator shall ensure that OTECH programs and personnel properly account for and maintain traceability of government property at all OTECH sites as well as subcontractor sites. The Government Property Administrator will collect and report metrics in support of government property activities. The Government Property Administrator is a hybrid position located in Hanover, MD. The right candidate will have the ability to travel up to 20% of the year.


Duties And Responsibilities

The Government Property Administrator will be responsible for the following for all OTECH programs as well as for subcontractors supporting OTECH programs:

  • Track and monitor Government Furnished Property (GFP), Government Furnished Equipment (GFE), Government Furnished
  • Material (GFM), and Contractor Acquired Property (CAP), throughout the program life cycle while under OTECH purview, in accordance with FAR and DFARS.
  • Ensure material handling, reporting, and material systems are compliant with company policy and procedures, contractual and FAR/DFARS requirements.
  • Keep current on Government FAR/DFARS requirements and communicate any changes, including providing guidance or recommended updates to internal procedures, when applicable.
  • Responsible for resolving complex systems and process problems pertaining to government property
  • Ensure property is properly identified and tagged
  • Conduct physical inventories, property audits, and self-assessments. Identify and recommend process improvements; implement as warranted.
  • Performs direct coordination/interface with other departments to ensure all property is properly accounted for per the Government
  • Property System, the contract, and customer directions.
  • Serve as Government Property Subject Matter Expert (SME) for the organization on highly significant matters relating to policies, programs, capabilities, and long-range goals and objectives.
  • Responsible to lead OTECH efforts in support of ADTech Supply Chain Management Government Property Audits. Provide audit responses to any identified OTECH deficiencies as well as a corrective action plan to minimize/eliminate future occurrences.
  • Responsible for the proper and expeditious disposition of assets no longer required by OTECH programs.
  • Provide sound, independent and seasoned judgement that follows company policies and procedures in meeting OTECH obligations.
  • Support and instill a safety culture within the team that is in compliance with Oceaneering's Life Saving Rules and HSSE program.
  • Plan, organize and manage the work of stakeholders to ensure work is accomplished in a manner consistent with organization requirements.
  • Assist in the development, maintenance, and management of Oceaneering standards.
  • Ensure Contract and Divisional procedural requirements are addressed.
  • Liaison with Contracts, Program Manager and other stakeholders for GFP, GFP, GFM dissemination, both materials and reporting.
  • Develop, document, and manage or participate in processes impacting GFP, GFP, GFM handling and reporting, these processes include but are not limited to:
    • Receipt.
    • Inventory/staging.
    • Records.
    • Tracking.
    • Reporting.
    • Use.
    • Maintenance.
    • Contract Close-out.
    • Disposition.
    • Process/system assessments.

Qualifications

REQUIRED:

  • Bachelor's degree in Management, Supply Chain, technical discipline, or related field. Equivalent experience may be considered in lieu of a degree.
  • Demonstrated ability of managing property in accordance with FAR Part 45, DFARS Part 45 and their associated clauses, i.e. FAR 52.245-1, DFARS 252.245-7005, etc. and PGI 245 (Government Property requirements).
  • Thorough understanding of DCMA Guidebook for Government Contract Property Administration.
  • Experience in reviewing prime contractor's property clauses and analyzing them for compliance against the existing Government Property System.
  • Experience in assuring subcontractors are properly managing property are periodically performing adequacy audits of the subcontractor's property management system.
  • Knowledge of industry leading practices, techniques, and standards as they pertain to Property Management.
  • Experience using PIEE (Procurement Integrated Enterprise Environment) Government Furnished Property (GFP) Module, Wide Area Workflow (WAWF) UID Registry and other DOD systems.
  • Detail oriented, self-starter and comfortable working both independently as well as in a team environment.
  • Excellent presentation, written, and oral communication skills.
  • Excellent interpersonal, time management, decision-making, and conflict management skills.
  • Ability to work independently, manage multiple priorities and meet deadlines.
  • Comfortable in conversing at all levels within the organization and with customers and auditors.
  • Well-versed in web-based data application and data management.
  • Must be able to obtain security clearance.

DESIRED:

  • Certified by the National Property Management Association (NPMA) as a Certified Professional Property Specialist (CPPS).
  • Certified Professional Property Administrator (CPPA).
  • Certified Professional Property Manager (CPPM).
  • Minimum of five years of property management experience.
  • Experience in participating in Government property audits and the various property activities such as Contractor Self-Assessment reviews.
  • Proven ability to develop creative solutions to complex property management challenges requiring high levels of ingenuity and innovation.
  • Deltek Costpoint experience.

Additional Information

This position is Hybrid - Remote and will require commuting to a designated office. Hybrid work schedules are determined by the hiring manager based on business need.

We offer a comprehensive and competitive benefits package. Annualized pay rate for this position : $102,000 - $138,000.
