New Hanover County is seeking a part-time Emergency Management Technician to join our team. This role performs technical and administrative support to emergency management staff, employees, and the general public in various areas.
New Hanover County Emergency Management works year-round to build a resilient community that is prepared to respond quickly and efficiently to natural and man-made disasters. During emergency events, the department partners with local, state, and federal agencies to keep the county's residents and visitors safe. The department also facilitates recovery efforts to rebuild our community following disasters.
Essential Duties include:
- Maintains and orders resources to include office supplies, outreach materials, and other emergency preparedness materials used in day-to-day operations and during an Emergency Operations Center (EOC) activation.
- Under supervision, projects budget needs and collaborates to build proposals as requested.
- Supports various internal and external stakeholders and partner committees and work groups as assigned.
- Coordinates document preparation and distribution by choosing appropriate forms and formats; composes correspondence, charts, memoranda, forms, and minutes.
- Coordinates office records, interprets retention policies, and maintains files.
- Collaborates with county staff, local and state agencies, organizations, and the general public regarding the delivery of services.
- Performs work with regular and predictable attendance consistently meeting the scheduling needs as required by the county.
- Performs work during emergency/disaster situations.
- Performs other duties of a similar nature or level.
KNOWLEDGE AND SKILLS REQUIRED
Knowledge of emergency management activities, methods and theories; Federal, state, and local laws, codes, and regulations with regard to emergency preparedness, response, recovery, and mitigation; County departments, local agencies, state and federal agencies, and their roles and responsibilities with regard to local emergencies/disasters and delivery of services general office operations; research methodology; safety principles; EPA and OSHA regulations in the area of hazardous materials; NIMS/ICS, Comprehensive Planning Guide 101 (CPG101) and Threat Hazard Identification and Risk Analysis (THIRA) theory and processes, Homeland Security Exercise Evaluation Program (HSEEP), project management principles and processes; customer service techniques; basic accounting concepts; office equipment and supplies; phone answering techniques; basic statistical principles.
Skilled in scheduling and coordinating meetings and training; developing training agendas; operating office equipment; using a computer and related software applications; maintaining files; keeping logs; preparing reports; composing correspondence; providing customer service; and communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction. Hours:
Monday - Friday,
part time with benefits, 20 hours per week. Includes rotating on call duties when not in disaster support mode.
Must be available to report for emergency work assignment during emergency situations. Must be available to work days, nights, weekends and non-routine work hours with little or no notice during emergency events and disasters. Must be able to take rotating on call duties when not in disaster support mode.
Employment Type: Part-time, non-exempt
Salary Information: The hiring range for this position is $44,152 - $59,605. Salary will be determined based on qualifications, internal equity, budget, and market considerations.

Qualifications

Required Education and Experience:
- Knowledge, skills, education, training, and two (2) years of related emergency management support experience; or an equivalent combination of training and experience sufficient to successfully perform the essential duties of the specific position as listed above.
Preferred Qualifications:
- Successful development and/or maintenance of Emergency Operations Plans processes at the local, regional, state, federal, or tribal level.
- Experience working with people with access and functional needs, people with limited English and/or bilingual skills, children and older populations and the agencies who serve them

Licenses and Certifications:
- Valid Driver's License (from any state) and good driving record required at time of application.
- Valid North Carolina Driver's License required by first date of employment with good driving record.
- Must obtain within one year of hire: Federal Emergency Management Agency (FEMA) Professional Development Series (PDS).
Special Requirements: Selected candidate must successfully pass a fingerprint-based criminal history background check. A record of criminal history does not automatically bar an applicant from consideration. Employment verification to include current/previous supervisor reference checks will be conducted. This position requires on call duties and responsibilities and has opportunity for travel.
