As a Budget and Property Manager, you will serve of the fiscal manager in the Office of Public Safety and ensure the Office is operating within approved budget and all property is accounted for and managed.Budget and Property Manager (Public Safety) Serves in the Office of Public Safety at Washington Dulles International Airport. Coordinates with management and staff at all levels of the Airports Authority (including Finance, Contracts and Procurement) to formulate, present and execute the Office of Public Safety's budget and multi-year forecasts. Facilitates the financial management, procurement contract management, and property management activities of the Office of Public Safety. Performs the full range of analysis, formulation, and execution of the Office's annual budgets including preparation of the Office's multi-year budget. Directly supervises financial and property management staff within the Office. Performs related functions. GENERAL RESPONSIBILITIES Serves as the Office of Public Safety's fiscal manager. Oversees execution of various Office budgets for compliance with the Airports Authority's annual budget and approved public safety plans. Develops budget estimates with assistance from Police and Fire staff. Advises and concurs on significant procurement requests, to ensure funding and compliance with Airports Authority and Office accounting and budget principles, policies and practices. Supervises the Property Management Technician, the Quartermaster/Supply Assistant, and the Procurement Technician. Ensures independent accountability, control, and tracking of all locally controlled, non-capitalized personal property assets assigned to each respective Department and employee. Oversees maintenance of logs related to all Customs, DEA, and FBI task force money seized and pending approval for disbursement to the Police Department. Tracks incoming seized funds and ensures expenditures from equitable sharing accounts meet Federal guidelines. Ensures adequate security, protection, storage, and management of all assigned property and that missing, damaged, or destroyed property is reported to appropriate office. Conducts budgetary review and analysis functions in the formulation, presentation, and execution of the Office of Public Safety's annual Operations and Maintenance (O&M) budget. Participates in various budget and financial assignments including preparing multi-year budget and tracking, and monitoring expenses against the approved budget. Reviews and analyzes budget submissions, and requests supporting justifications. Follows up on any issues needing clarification and resolves discrepancies or problems. Manages selected contracts of the Office and oversees various procurement-related activities. Develops the Statement of Work (SOW), coordinates the solicitation process, serves as Contracting Officer's Technical Representative (COTR) on all operational contracts, and serves as the chairperson on the technical evaluation committees with the Airports Authority's Contracts and Procurement Department. Monitors expenditure of funds, prepares a variety of activity reports, reviews monthly reports provided by the Airports Authority Accounting Office; reconciles reports with Office of Public Safety data, and prepares memos advising Accounting Office of needed corrections. Trains staff members in the operation of the cost tracking system as well as applicable modules of the Airports Authority's financial, property management, and procurement systems. Performs other duties, as assigned. QUALIFICATIONS Six years of progressively responsible experience in budget and financial management. Knowledge of budgeting processes and procedures to develop, formulate, justify and monitor budgets and expenditures, and to ensure that budget and financial reports, forecasts, estimates and other documents conform to financial management objectives. Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team. Knowledge of accounting and budget practices, and accounting principles, sufficient to locate, analyze and reconcile accounting and financial data. Knowledge of and ability to perform procurement-related functions such as writing Statements of Work (SOW), preparing Independent Cost Estimates (ICE), and procuring goods and services. Knowledge of, and ability to apply property management policies and procedures Ability to make detailed analyses of data and information and make recommendations. Ability to speak and write effectively. Skill in using a computer and modern office suite software, with emphasis on accounting and financial systems/software. PREFERRED QUALIFICATIONS Experience in governmental/municipal operating budgets or finances. Knowledge of, and skill in using, enterprise budgeting and/or accounting software. EDUCATION A Bachelor's Degree in Finance, Business Administration, Accounting, or related field. CERTIFICATIONS AND LICENSES REQUIRED A state driver's license in good standing. NECESSARY SPECIAL FACTORS Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.
