Credence has an immediate need for a Network Engineer to support the system engineering process with an integration review and inputs to documents such as requirements, interface control documents, hardware interfaces, software interfaces, engineering plans, training plans, and test plans in support of the Army Positioning, Navigation and Timing (PM PNT) System Engineering and Technical Assistance (SETA) Program (ALTNAV). The PM PNT program provides administrative, business management, programmatic contracting, information technology (IT), program management, engineering, logistics, test and evaluation (T&E), training, operations, security, technology protection, foreign military sales, and acquisition and strategic planning services to the Army director PNT systems. The SETA services provided to PM PNT shall support the planning, development, management, sustainment, and execution of the U.S. Army's PNT portfolio. PM PNT provides coordinated PNT system of systems architecture and associated PNT products for the Army's mounted and dismounted platforms. PM PNT is the Army's lifecycle manager for the Mounted Assured PNT System (MAPS), Dismounted Assured PNT System (DAPS), Assured Protection and ALTNAV Technology Development; and the Resiliency and Software Assurance Measures (RSAM)., as well as any future PNT efforts in both the Contiguous United States (CONUS) and outside the contiguous United States (OCONUS).
Salary Range
Full pay range for this position is $130,000 to $170,000 per year, with the starting wage determined based on candidate's knowledge, skills, experience, as well as budget availability.
Responsibilities include, but are not limited to the duties listed below
Shall provide classified and unclassified cybersecurity and IA inputs, recommendations and documentation based upon principles and policies such as DoD Instruction 8500.01, DoD Instruction 8510.01, AR 25-1 and AR 25-2, pertinent laws, regulatory requirements, and procedures applicable to PM PNT for all aspects of PM PNT product lifecycles.
- Will attend and provide classified and unclassified IA and cybersecurity support at PM PNT IPT meetings and other PNT meetings.
- Shall plan for, create, review, coordinate, and maintain classified and unclassified PM PNT Information Assurance and Cybersecurity acquisition documentation such as the Cybersecurity Strategy and the Clinger-Cohen Act documentation.
- Will identify and resolve PM PNT related information assurance, software assurance, and cybersecurity issues and concerns across the PM PNT product line and in support of PNT supported client systems.
- Shall plan, document, and execute Government Assessment and Authorization processes such as the Risk Management Framework (RMF), including technical risk assessments and risk analysis; vulnerability and susceptibility analysis; development of system POAMs; and implementation and validation of assigned security controls. This task includes providing and reviewing scheduling inputs to PM PNT program integrated master scheduling efforts.
- Will support, conduct, and document system vulnerability and susceptibility analyses and shall provide support for the maintenance of Assessment & Authorization, Assess Only, and Interim Authority to Test packages.
- Will support the planning, preparation, conduct, and after-action documentation of cyber/IA reviews, the decommissioning of systems, and the development of POAMs.
- Shall review and update PM PNT acquisition documents such as the SEP, the TEMP, and the acquisition strategy to address PM PNT product information assurance and cybersecurity concerns.
- Will participate in technical reviews, including events leading to the review, and events after the review (i.e., SSR, SRR, system functional review, PDR, CDR, PRR, FCA, and PCA) and participate in weekly/bi-weekly integrated product teams and working groups.
- Will assist in drafting SOOs, SOWs, PWSs, performance specifications, and associated solicitation documentation and provide technical advice and assistance regarding proposal evaluation.
- Shall provide Subject Matter Expertise and recommendations to resolve Cyber and Information Assurance issues. This includes drafting and executing (with Government approval of execution plans and policies) formal information assurance programs; monitoring cyber defensive issues; and other cyber related activities.
- Will obtain recommendations from PEOs and ASA(ALT) Cybersecurity Division and establish a standardized reporting process to U.S. Army Cyber Command (ARCYBER) for identifying systems impacted by Cyber events and deliver POAMs to mitigate emerging cyber threats.
- Will analyze Army Cyber operational orders for mission impact and coordinate with PEOs to ensure emerging threat data is provided back to ARCYBER in a Government provided standardized format through a Government central repository.
- Shall participate in classified (Secret and Top Secret) meetings, as required.
Education, Requirements and Qualifications
- An active DoD Secret level security clearance with the ability to obtain a top secret clearance.
- A bachelor's degree in engineering or systems engineering field with seven (7) years' of experience or a master's degree with five (5) years' of experience in systems engineering for DoD systems.
- Develop, review, and maintain key cybersecurity acquisition documents like the Cybersecurity strategy and the Clinger-Cohen Act documentation.
- Participate in and provide cybersecurity expertise at PM PNT Integrated Product Team (IPT) meetings and other program-related meetings.
- Provide Cyber subject Matter expertise to additional acquisition documents such as the SEP, TEMP, acquisition strategy, to integrate information assurance and cybersecurity considerations.
- Participating in the design and review of network architectures to ensure they are reliable, scalable, and secure.
- Draft transition plans for the standup and tear down of enterprise networks
- Collaborate with disperse sites to support network operations
- Serve as the primary POC to support network troubleshooting
