*This is restricted to Current Cityof Minneapolis Employees* Purpose: will oversee the operations, grant and contract management of selected SBC policies, programs, and staff. This position will work with the Clinical Manager (CM) and Division Clinical Director to develop and implement quality adolescent services in the SBC and coordination of daily activities to support an effective and efficient services. Work Location This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. The City of Minneapolis does not sponsor applicants for work visas.

Job Duties and Responsibilities

1. Manage clinic financial operations. Assist Clinical Division director with the development, management and monitoring the SBC budget including its multiple grant budgets.
- Approve program expenses, prepare regular invoices and monitor budget.
- Work with Clinical Director on establishment of annual SBC budgets
- Oversee billing process to maximize revenue from health insurance companies in collaboration with contracted billing consultant.
- Seek other resources to support SBC operations.
2. Provide direct supervision to administrative team, Health Education and Mental Health Managers.
- Manage and evaluate job performance for SBC staff who implement SBC services and administration.
- Recruit, interview, hire, on-board, train, coach new and existing SBC staff.
3. Provide leadership and SBC team development.
- In collaboration with Clinical Manager, ensure development and maintenance of staff trainings, OSHA Blood borne pathogens, CPR, HIPAA.
- Provide leadership in coordinating regular meetings with SBC operations team, SBC team, supervisees, and other stakeholders.
4. Oversee SBC multiple contracts and grants.
- Support and coordinate SBC grant seeking, writing and management.
- Provide support or take a lead role in securing grant funding, including writing proposals, program implementation, managing reporting.
- Assist in oversight of SBC contracts by monitoring budget and compliance with department and City requirements.
- Assist in development of requests for proposal (RFP) processes to identify vendors for selected projects and programs in compliance with City requirements.
5. Ensure clinic programming/systems are fully functioning.
- Ensure electronic medical record and all practice management systems are effectively coordinated, staff utilization and training, solutions identified for program improvement.
- Provide oversight of inventory of clinic assets including computers and clinic furnishings.
6. Manage reporting for multiple grants, dashboard, clinic evaluation.
- Gather and interpret/analyze research and program reports to assist in the successful implementation of appropriate program interventions.
- Maintain SBC registrations for Essential Community Provider, Certifications of HRSA, 340B, CMS, and CLIA, and SBC credentialling.
- Maintain SBC 340B medication program reporting and recertifications to ensure efficiency.
- Oversee SBC quality improvement activities including accurate data collection, client feedback, development of benchmarking, performance measures and report dissemination for quality and efficient clinic operations.
- Gather and interpret/analyze research and program reports to assist in the successful implementation of appropriate program interventions.
7. Ensure appropriate SBC policies, procedures are in place.
- Assist with updating, monitoring SBC HIPAA policies and procedures.
- Work with SBC Team to develop, implement and monitor clinic practices and services to ensure equity of services to all clients.
- Assist in analyzing and evaluating clinic procedures and practices to ensure they are implemented effectively. Identify gaps and recommend procedure improvements.
8. Participate in Public Health Emergency Preparedness planning, training, and response as needed and assigned by the department.

Required Qualifications

Minimum Qualifications Masters Degree in Health Care Administration, Public Health, a related field or equivalent Minimum Experience Five years of experience in health care program management/ administration, supervising multidisciplinary teams in health care or a direct service program. Experience in pediatrics/adolescent health preferred LICENSES/CERTIFICATIONS: N/A Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. Knowledge, Skills and Abilities

- Master's degree in public health, nursing, health care administration or related field preferred.
- Nursing or related clinical care experience preferred.
- Experience in adolescent clinical care operations.
- Knowledge of adolescent health care clinical best practices.
- Developed understanding of racial and place - based inequities and commitment to addressing racial health disparities.
- Experience in successful management of a staff team of diverse professionals.
- Experience with program development, implementation and coordination.
- Experience in medical records software / clinical information systems.
- Demonstrated sound analytical skills in identifying and evaluating clinical program needs.
- Experience with quality improvement processes.
- Knowledge of revenue cycle management, ICD - 10 diagnostic and procedural codes used for electronic health record data, billing, and HIPAA requirements.
- Ability to work with community stakeholders; particularly from diverse, low-income communities.
- Contract management, grant seeking, and grant writing skills are strongly desired.
- Excellent organizational skills and ability to create and adhere to systems and manage complex and multiple projects.
- Excellent written and verbal communication skills; experienced in public speaking.
- Ability to present information and ideas accurately, effectively, and concisely.
- Advanced skills on Microsoft Office Suite.
