The Aviation Department which operates the Fort Lauderdale-Hollywood International Airport, and the North Perry Airport is seeking qualified applicants for the position of Emergency Management Specialist, Senior. This is administrative and supervisory work assisting the Airport Emergency Manager with managing all aspects of the Airport's Emergency Management Program. The primary responsibilities of the Emergency Management Specialist, Senior will be to assist in developing and updating airport emergency plans, serving in the Airport EOC during activations, and promoting emergency preparedness with internal and external airport stakeholders. This position leads in designing, conducting, and executing airport emergency training programs, Homeland Security Exercise and Evaluation Program (HSEEP) compliant discussion and operations based exercises, managing the Web EOC incident management system, and conducting education and outreach presentations on all-hazards disasters. The Emergency Management Specialist, Senior will maintain effective working relationships with Aviation Department employees, internal and external airport stakeholders, including but not limited to: Aircraft Rescue Firefighting (ARFF), Airport Law Enforcement, FAA, TSA, CBP, NTSB, CDC, Air Carriers, Fixed Based Operators (FBOs), airport tenants, Broward County Office of Emergency Management, Broward County Healthcare Coalition, non-governmental organizations, Florida Division of Emergency Management, and FEMA.
The Broward County Aviation Department (BCAD) Emergency Management Section is responsible for developing FLL's all-hazards Emergency Management program focusing on emergency preparedness, response, recovery, and mitigation activities. These programs aim to reduce loss of life and injury, minimize property damage to airport facilities and critical infrastructure, and reduce impacts to airport operations. The Emergency Management Section is responsible for developing and updating airport emergency plans, ensuring Airport Emergency Operations Center (EOC) 24/7 readiness, and promoting a culture of emergency preparedness throughout and beyond the airport community.


Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in Emergency Management, Aviation Management or closely related area of study.
(One year of relevant experience may be substituted for each year of required education.)

Requires four (4) years in emergency management including experience writing emergency management and contingency plans in Aviation or an Airport or closely related experience.

Special Certifications and Licenses
  • Must possess a valid Florida Driver's License with authority to drive a county vehicle for the duration of appointment.
  • Must obtain and maintain Security Identification Display Access (SIDA) memorandum*Must obtain and maintain Customs and Border Protection Seal.
  • Ability to obtain/maintain Airfield driving privileges on movement and non-movement areas.
  • Completion of incident command courses within six (6) months of hire: FEMA ICS-100, 200, 300, 400, 700 and 800.
  • Completion of American Heart Association (AHA) Basic Life Support (BLS) CPR/AED Certification within six (6) months of hire.
  • Completion of FEMA Professional Development Series (PDS) Certification within six (6) months of hire.
  • Completion of FDEM Public Assistance Course Series Certification within twelve (12) months of hire.
  • Completion of FEMA Advanced Professional Series (APS) Certification within twelve (12) months of hire.
Preferences
Master's Degree in Emergency Management, Aviation Management, or closely related field
FEMA Master Exercise Practitioner (MEP) Certification
FEPA Florida Associate Emergency Manager (FAEM) or IAEM Associate Emergency Manager (AEM)

Per the Code of Federal Regulations, Title 49, Part 1542, all airport employees must undergo a Criminal History Records Check (CHRC) and a Security Threat Assessment (STA) in order to obtain a Security Identification Display Area (SIDA) Badge, as required by the Transportation Security Administration (TSA)

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

In addition to the responsibilities listed in the Classification Description, the incumbent must be able to do the following:
- Serve and support all EOC Sections Chiefs during Airport EOC activations in accordance with NIMS guidelines.
- Serve as Emergency Support Function (ESF) #1 - Airport Leader backup within the Broward County EOC.
- Advises and assists the Airport Emergency Manager on all operational and technical matters related to the emergency management program section(s) or function(s).
- Leads, monitors, and supervises the maintenance of emergency plans, policies, standard operating procedures, standard operating guides, and checklists.
- Maintains operational readiness of the Airport EOC.
- Initiates rapid actions, real time inter-agency coordination, and decision-making in a potentially stressful, complex environment, and during emergency situations.
- Develop and deliver advanced airport emergency training to include providing Basic Life Support CPR/AED training to airport stakeholders
- Design, development, and conduct HSEEP compliant discussion and operations-based exercises.
- Develop, maintain, and train staff on various standard operating procedures/guides, checklists, and job aids.
- Manage the WebEOC incident management system program to include contract management, developing and updating user guide, training materials, checklists, and providing training to airport stakeholders.
- Develop and deliver advanced emergency management and disaster preparedness education to a variety of audiences.
- Assist with FLL's Cost Recovery Program for large-scale emergencies.
- Maintain effective working relationships with airport stakeholders, partners, general public, airport employees, elected, and appointed officials.
- Builds strong relationships and maintain them to achieve successful outcomes handling the complexities of an emergency or disaster event.
- Maintain relationships with Broward County Office of Emergency Management, Broward County municipal governments, the Florida Division of Emergency Management, and FEMA.
