Position summary:

Provide environmental support services for Black Hills Corporation's subsidiaries. Provide the technical resources to successfully implement and maintain the environmental programs.

Pay Range: This posting includes the full pay range for this position. Pay is based on a number of factors and may vary depending on job-related knowledge, skills, experience, and internal equity.
Level II: $90,900 - $136,500
Senior: $94,800 - $156,250

Reporting Relationship: Environmental Manager

Location: Fayetteville, Arkansas

Essential Functions:
* Perform annual environmental audits to support the business unit in maintaining compliance with the various environmental permits, plans and regulations.
* Prepare applications and secure permits for natural gas utilities and business units including revising, renewing, and managing the implementation of the permits. The types of permits include, but are not limited to, surface water discharge, storm water construction permits, Army Corp of Engineer, flood plain, and solid waste permits.
* Support compliance with the SARA Community Right to Know Program. This would include site surveys to develop chemical inventories and preparing and submitting annual report.
* Support compliance with SPCC (Spill Prevention, Control, and Countermeasure) regulations. This would include developing, updating, and managing plans and conducting site surveys to ensure compliance with the plan.
* Support compliance with solid and hazardous waste regulations.
* Provide regular training to business unit staff.
* Review and evaluate proposed and final environmental regulations to determine effect on business units.
* Perform due diligence on environmental issues for the possible acquisition of new assets or modifications of existing projects by conducting and reviewing environmental assessments (Phase I and Phase II).
* Maintain visibility and communication by conducting site visits, conducting and attending monthly environmental and/or operational issues meetings with the business unit, attending monthly environmental department staff meetings and being available for supporting other business units as needed.

Additional Responsibilities:
* Assist Environmental Services with the development of corporate-wide environmental policies and procedures.
* Assist in developing training and management programs that can be used by all business units.
* Represent Company as needed at regulatory meetings.
* Maintain professional working relationships within the environmental department.
* Support multiple business unit groups including interaction across all levels of the organization.
* Maintain professional working relationships with consultants and regulatory agencies such as EPA, BLM, U.S. Forest Service, tribal, state and local environmental agencies.

What Is Required:
Level II:
* Bachelor's degree in Environmental Science, Engineering, Chemistry, Geology or equivalent combination of education and experience.
* Minimum of 3 years of experience related to environmental permitting and regulations.
* This position requires driving responsibilities. You must hold and maintain a valid driver's license and a driving record that meets company and insurer standards.
* Requires travel within the utility service territory and for support of corporate subsidiaries. Approximately 20% of the positions time.
Senior:
* Bachelor's degree in Environmental Science, Engineering, Chemistry, Geology or equivalent combination of education and experience.
* Minimum of 5 years of experience related to environmental permitting and regulations.
* This position requires driving responsibilities. You must hold and maintain a valid driver's license and a driving record that meets company and insurer standards.
* Requires travel within the utility service territory and for support of corporate subsidiaries. Approximately 20% of the positions time.

What Is Desired:
* Professional Engineering certificate or ability to obtain one.
* Strong safety-minded and customer service work ethic.
* Knowledge of Federal and State regulations, permitting, and implementation in Kansas, Arkansas, and EPA Region VII.
* Knowledge of SPCC, SARA, Solid and Hazardous Waste regulations, plans and implementation.
* Detail-oriented with strong organizational and time management skills.
* Ability to prioritize and complete multiple tasks in a timely manner with minimal supervision.
* Ability to work effectively in a team environment.
* Proficiency in computer applications including Microsoft Word, Excel, Power Point and Outlook.
* Ability to interpret government regulations, develop and implement compliance directives.
