Central City Concern is an innovative nonprofit agency providing comprehensive services to single adults and families in the Portland metro area who are impacted by homelessness, poverty and addictions. We hire people that are skilled and passionate to meet our mission to end homelessness through outcome-based strategies which support personal and community transformation. This position is responsible for managing CCC's recruitment process from application to hire, including recruitment planning, sourcing, assessment, interview coordination and offer management. This position will also be responsible for managing programs and outreach efforts to create diverse pipelines. This is a full lifecycle, high volume applicant recruitment position. MINIMUM QUALIFICATIONS
- Bachelor's Degree and 3 years of relevant experience in recruitment related activities OR Associate's and 4 years of relevant experience in recruitment related activities OR HSD/GED and 5 years of relevant experience in recruitment related activities.
- Advanced computer skills, including competency in web-based applications, Word, and Excel required. Experience with web-based applicant tracking system.
- Working knowledge of Human Resource functions and applicable employment law.

- Physical ability to bend, stoop, kneel, squat, twist, reach, pull and lift heavy objects.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Work with the Sr Director and HR Team to develop and implement new strategic recruitment initiatives.
- Develop and maintain expert operating knowledge of the UKG Recruiting and Onboarding modules
- Work with CCC managers to identify recruitment needs and appropriate methods of outreach needed.
- Post opportunities for employment on CCC's website and with all internal and external sources according to CCC guidelines, Manager's request, and union contract stipulations in a timely manner.
- Create Recruitment Plans for each opening that include a comprehensive Sourcing Strategy, inclusive of channels that create diverse pools of talent.
- Independently determine when, where and how to leverage external partnerships, as needed, to supplement talent pools to ensure highest caliber of talent and diverse pools.
- Maintain excellent communication with hiring managers and applicants throughout the recruitment and hiring process.
- Develop and maintain a posting source list and relationships with community groups that serve to maintain connections to diverse communities. Maintain adequate documentation of efforts to develop these resources and connections made.
- Ensure the receipt of appropriate executive approvals when creating and posting new positions.
- Respond to inquiries from applicants and assist with application process as needed.
- Review applicant pools, conduct initial phone assessment and independently determine and compile a short list of candidates to provide to hiring managers.
- Provide sufficient summary and independent recommendations of most suitable candidates to bring forth based on job requirements and Affirmative Action Plans.
- Reconcile documentation for the HR recruitment credit card.
- Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners' and outside providers' patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediate reporting of any PHI breach of CCC or outside provider health records to the CCC Legal and Quality departments, as well as to the program administrator.
