POSITION SUMMARY The Chief Financial Officer (CFO) is a key member of the InVision Human Services Executive Leadership Team responsible for directing and supervising the financial, technology, business intelligence, quality/compliance and facilities functions of InVision Human Services and all related entities in accordance with established policies and procedures, the general philosophy of the organization and applicable regulatory guidelines. Prepares analyses and presents results of program and fiscal reports to President/CEO and Board of Directors. Directs the preparation, review and evaluation of all budgets and contracts. Ensures department compliance with all operating policies and procedures; communicates with appropriate personnel, directly supervises assigned department personnel; provides timely reporting. ESSENTIAL FUNCTIONS: Finance Department:
- Develops and monitors long range financial plans for the organization to allow for sufficient financial resources to support the organization's strategic objectives. Participates in the development of major financial objectives, policies, and procedures for the organization by making specific recommendations and monitoring adherence
- Directs the establishment and maintenance of financial systems, including new and established general ledger accounts, which meet the reporting requirements of all regulatory agencies, and which provides adequate operating and financial data to the CEO, Board of Directors and Department Leadership.
- Prepares financial analyses of operations for executive management and presents financial statements to the CEO and Board of Directors, monitors and reports on changes in the financial position of the organization and any exception to the approved budget and financial plan.
- Completes all periodic and fiscal year-end reports on a timely basis; assures that all cost reporting systems comply with regulations to maximize reimbursements to the organization; interfaces with third party auditors.
- Prepares annual operating budget(s) and directs/assists the Executive Team in the preparation of their departmental/program budget materials; conducts periodic meetings with the Executive Team to monitor their departmental/program expenditures, analyses budget variances, and establishes goals for cost containment with the departments.
- Coordinates audits of the organization's various accounts; assists independent auditors in the examination of the records and financial statements of the organization. Prepares and/or ensures preparation of tax forms as appropriate.
- Works with the President/CEO on the financial strategic vision including fostering and cultivating stakeholder relationships on county, state and national levels, as well as assisting in the development and negotiation of contracts.
- Participates in developing new business, specifically; assist the executive staff in identifying new funding opportunities, the drafting of prospective programmatic budgets, and determining cost effectiveness of prospective service delivery.
- Assesses the benefits of all prospective contracts and advises the executive team on programmatic design and implementation matters
- Oversees the management and coordination of all fiscal reporting activities for the organization including revenue/expense and balance sheet reports, reports to funding agencies, development and monitoring of organizational and contract/grant budgets.
- Develops and maintains systems of internal controls to safeguard financial assets of the organization and oversees county, state and federal resources and programs. Oversees the coordination and activities of independent auditors ensuring all audit issues are resolved, compliance issues are met, and the preparation of the annual financial statements are in accordance with relevant accounting practices.
- Attends Board and Subcommittee meeting, including being the lead staff on the Finance Committee.
- Monitors banking activities of the organization
- Ensures adequate cash flow to meet the organization's needs
- Manages the commercial insurance program(s) ensuring appropriate coverage to meet changing needs, programs and contracts.
- Directs and oversees the financial aspects of the employee benefits program, including healthcare, dental, life insurance, retirement and paid time off programs.
- Directs the materials management functions including accounting for client funds, property inventories and purchasing
- Creates and maintains effective interpersonal working relationships and functions with the Executive Leadership Team.
Information Technology and Business Intelligence:
- Continually evaluates the potential effectiveness of more automation
- Ensures there is a consistent methodology for considering the IT aspects of business strategy and for including capital and operational IT costs in business initiative budgets
- Ensures that infrastructure is cost-effective, flexible, scalable and leads to reduced future per-user computing costs
- Oversees implementation of a technology governance process with executive and stakeholder membership and buy-in
- Ensures that capital and operational budgets for technology are in place along with exception reporting to executive leadership
- Ensures that IT performance metrics are aligned with the technology strategy
- Ensures that IT internal controls and audit processes are defined and working properly
- Ensures that security and disaster recovery plans and procedures are complete and are thoroughly tested
- Oversees, leads and maintains a data driven culture within the organization by being the Executive Sponsor to the Quality Management & Data Committee while promoting operating efficiencies and effectiveness across the organization through full usage of systems
- Oversees various aspects of a data driven organization, which includes establishing data governance, defines organization's data strategy, creates data teams with subject matter experts collaborating on changes to systems, processes and data, documents data architecture, defines and invests in data infrastructure, implements data analytics and visualization tools, fosters data literacy and develops a culture of data driven decision making.
Facilities:
- Communicates with upper management to develop strategic facility goals.
- Develops strategic long-range plans to achieve strategic objectives.
- Creates and manages the organization's fiscal operating and capital budget and expenses.
- Monitors space allocations and provides efficient space use.
- Monitors construction and renovation projects.
- Monitors performance metrics.
- Receives and responds to approvals and notifications.
Quality and Compliance:
- Oversees the quality management strategies, ensuring the organization aligns with the highest quality standards.
- Focuses on planning, administering and monitoring the readiness of all quality management, regulatory requirements and quality improvement processes.
- Ensures quality assurance and control, audits and corrective action plans are maintained leading to collaboration with Learning & Developments for training opportunities.
- Oversees the development of compliance programs establishing a framework that covers various aspects of regulatory and operational requirements.
SUPERVISORY RESPONSIBILITIES Director, Finance; Director, Quality and Compliance; Director, Information Technology and Facilities, Business Intelligence Analyst. Indirectly supervises Finance managers, IT managers, Facilities managers, payroll, accounts payable and receivable employees, facilities and IT team members. QUALIFICATIONS
- Bachelor's degree in finance, business or related field
- Minimum of 15 years leadership experience, including 5 years in executive leadership
- Broad experience in finance including developing and control of budgets and strategic financial planning
- Proficiency with technology
- Certified Public Accountant designation preferred.
