Program/ Project Analyst B&A is seeking a highly motivated and talented Program/Project Analyst (PA), Journeyman to join our team in support of Navy and defense programs. The PA applies advanced analytic techniques to evaluate program objectives, analyze requirements, and ensure project success across Navy and DoD acquisition environments. Responsibilities
- Apply analytic techniques in evaluating program and project objectives across acquisition and sustainment initiatives.
- Analyze requirements, status, budgets, and schedules for program/project activities.
- Conduct management, technical, and business case analyses to support decision-making.
- Collect, organize, and interpret data relating to aircraft, weapons, or product acquisition programs.
- Track program/project status and schedules, ensuring alignment with critical path events.
- Perform cost/benefit analysis, quality control, and risk tracking to improve project outcomes.
- Apply government-instituted processes for documentation, change control management, and data management.
- Prepare and review Navy and DoD documentation, including PPBS, Military Interdepartmental Procurement Requests, Work Requests, Requisitions, Contract Data Requirements Lists (CDRLs), and DD 254s.
- Collaborate with government stakeholders and internal teams to ensure compliance with Navy and DoD program requirements.
Education and Experience
- BA/BS degree in Business, Engineering, or other Technical Discipline.
- Minimum of four (4) years of experience within the last six (6) years serving as a team leader.
Required Skills
- Project Management Institute (PMI) Project Management certification
- Agile Software Development/Management certification, or accredited college agile project management certification.
- Demonstrated experience in:
- Cost/benefit analysis.
- Quality control.
- Successful completion of critical path events.
- Project tracking and reporting.
- Familiarity with SECNAV, OPNAV, and OSD forms related to PPBS, Military Interdepartmental Procurement Requests, Work Requests, Requisitions, CDRLs, and DD 254s
- Excellent verbal and written communication skills.
- Ability and willingness to travel.
Desired Skills
- Master's degree in Business Administration, Engineering, Program/Project Management, or related field.
- Experience with Navy program acquisition and sustainment processes.
- Strong understanding of DoD 5000 series acquisition policies and lifecycle management.
- Proficiency in program/project management tools (MS Project, Jira, Confluence, or equivalent).
- Strong leadership and collaboration skills with the ability to work across multi-functional teams.
- Experience with Agile or hybrid project management methodologies in DoD environments.
