Job Summary

The Accountant II supports the Employee Benefit Department in accounting aspects of Employee Benefits contracting, vendors and Benefits billing to employees and retirees. Maintain appropriate records and reports to include information on various benefit plans, billing and budgeting. Provides analysis, monitoring and reporting of employee benefits cost.

The salary range is $64,538 - 92,688 (12 months/260 days)

Qualifications

  • Bachelor's Degree in Accounting, Finance, Business Administration or related field.CPA Certification preferred.
  • Three years of professional accounting or financial experience.
  • Experience with a financial and accounting system preferred.
  • Basic understanding of employee benefits preferred.

Responsibilities

  • Analyzes health insurance billing reports for City and State pension reporting. Produces monthly interfaces for retiree health and life insurance charges.
  • Calculates charges and prepares bills for printing in PeopleSoft V9.2. Sets up charges for initial COBRA billings and extended leaves of absence. Trains personnel and oversees posting of payments received. Posts payments as back up only when needed. Prepares and completes deposits as necessary.
  • Processes payment requests for the Benefits and Human Resources department, performs account reconciliations, prepares journal entries and produces monthly financial reports when needed.
  • Uses IFAS (Integrated Finance and Accounting System) for purchase requisitions, direct pays, contracts, travel and fixed assets as it relates to Employee Benefits, vendor contracts and billing.
  • Responds to inquiries for the City and State on billing reporting. Responds via phone and in person regarding benefits and billing questions from employees and retirees.
  • Handles and resolves customer inquiries on benefit billing issues/escalation.
  • Prepares year end closing, budget reclassifications and adjusting when necessary.
  • Completes quarterly data requests for actuaries to complete district's budget projections.
  • Reconciles and audit health, dental, life and voluntary benefit accounts, interfaces and premium payments on a monthly basis.
  • Evaluates and documents current benefit accounting procedures. Provides recommendations for improvement and assists with process changes.
  • Processing payments requests for the department and runs ad hoc, expenditure reports and/or budget reports as requested.
  • Actively supports the MPS Strategic Plan.
  • Performs other duties as assigned.
