Overview

The Department of State's Office to Monitor and Combat Trafficking in Persons (TIP) leads U.S. efforts to address modern slavery worldwide by promoting justice for survivors, holding perpetrators accountable, and reducing vulnerability to exploitation. Through diplomacy, policy coordination, foreign assistance, and international partnerships, the office advances a comprehensive strategy to eliminate trafficking. It also publishes the annual Trafficking in Persons Report, which assesses government responses around the world and offers tailored recommendations to drive progress.



Responsibilities

The Program Advisor I supports the implementation and oversight of international programs focused on combating human trafficking and related issues. The incumbent provides subject matter expertise, manages foreign assistance projects, and ensures alignment with U.S. government grant policies and procedures. The role involves regular coordination with internal and external stakeholders, the development of clear and concise communications, and the use of digital tools to support effective program delivery, monitoring, and evaluation. The position requires the ability to liaise within the J/TIP Office and with other Department bureaus and offices, as well as external organizations.

    Provides expert guidance and support related to human trafficking, hidden crimes, criminal justice, rule of law, and international affairs.
  • Manages and oversees international grants or foreign assistance programs.
  • Coordinates and liaises effectively within the J/TIP Office, other Department bureaus and offices, and external partners including NGOs, international organizations, and academia.
  • Ensures compliance with U.S. government programs and grants processes.
  • Prepares and delivers written and oral communications, reports, and briefings.
  • Utilizes computer and software skills to support program management, reporting, and analysis.
  • Supports project management activities including tracking, evaluation, and coordination.


Qualifications

Skills/Qualifications: The Program Advisor I role requires demonstrated work experience in human trafficking and other hidden crimes, criminal justice, rule of law, international affairs, or international grants management. Prior knowledge of U.S. government programs and grants processes is essential. The position requires the proven ability to liaise with internal offices (J/TIP and other bureaus) and external organizations. Strong organizational, interpersonal, and analytical skills are necessary, along with the ability to communicate effectively both orally and in writing. Proficiency in computer use, particularly Microsoft Office Suite, is required. Prior experience managing foreign assistance, grants, contracts, or project management is required. Experience working with NGOs, international organizations, or academia is preferred. Anti-trafficking expertise from an academic or professional background is desired.

Education and Experience:

  • MA or MS from an accredited institution, with a focus on research and analysis
  • 5+ years of experience related to human trafficking, criminal justice, rule of law, international affairs, and relevant research experience.

Clearance Requirement: Top Secret clearance required. Must be a U.S. citizen.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.
