Description

Under administration direction, this position has responsibility for financial audits, analyses and reporting functions within the Office of the Comptroller. Reporting to the Comptroller, who reports to the Assistant Provost for Financial Affairs, the Accounting Associate is responsible for developing and recommending solutions to new and complex accounting problems applicable to the State and University accounting systems, assuring compliance with same, developing and implementing automated financial support systems, and providing technical analysis and advice regarding the School's use of financial resources. The position will also perform various accounting, cost accounting functions and provide related fiscal support to the Office of the Comptroller requiring a thorough knowledge of university regulations.

Financial Accounting and Administration 100%
  • Prepares annual SIU Physician's and Surgeons (SIUP&S) audited financial statements. This includes preparations of all accrual and reversing entries and account reconciliations. The position is responsible for working with internal and external auditors in obtaining documents, answering questions and providing information regarding policy and procedures. The audited financial statements include the Statement of Net Position, Statement of Revenues, Expenses and Change in Net Position, Statement of Cash Flows and corresponding Management Discussion and Analysis Report and Notes to the Financial Statements.
  • Manages the reporting of leases per General Accounting Standards Board #87 requirements. This includes maintaining lease information in the Lease of software system and coordinate with Carbondale Accounting office regarding appropriate reporting of leases for the annual University's audited financial statements.
  • Manages the reporting of software leases per General Accounting Standards Board #96 requirements. This includes maintaining software information and coordinate with Carbondale Accounting office regarding appropriate reporting of software for the annual University's audited financial statements.
  • Prepares annual Medical Facilities Services(MFS) Private Use report. Works with SOM and HC departments to compile data regarding revenue generated at MFS facilities by provider specific to the Moy and SCI facilities.
  • Prepares Quarterly Accounts Receivable Report (QARR) for the School of Medicine. This process involves the preparation of the QARR for grants and loans, the coordination of QARR preparation by the departments, and consolidation of all QARRs into a final report submission. In addition the position will be responsible for the development and maintenance of the Accounts Receivable system.
  • Coordinates and administers the University Student Loan Program for the School of Medicine. Responsibilities includes, but are not limited to, establishing and maintaining accounts, review of transactions, weekly distribution of payments, monthly reconciliation of related account, preparation of Quarterly Account Receivable Report (QARR) for long term loans, and preparation of annual report for HRSA. Also includes coordinating original loan documentation, billing, reviewing and revising annual loan rate, providing technical advice, working with collection agencies, and preparing annual 1099-INT forms for loan participants.
  • Performs the function of the International Tax Specialist, which includes determining tax status of employees who are not US citizens and communicating pertinent information to the employee, reviewing expenditures to non-US citizens for proper tax treatment, coordinating annual review of non-US citizen employees with the Carbondale International Tax Specialist to ensure all treaties are filed currently and keeping record for all non-US citizens up to date int he internal tax software system.
  • Prepares various complex internal and external accounting and management reports requiring interpretation and analysis of accounting records.
  • Responsible for various tasks associated with fiscal year-end close including preparation and coordination of closeout calendar and applicable documents with other Financial Affairs staff for distribution to SOM departments.
  • Performs other related duties as assigned. Special projects may be assigned by the Assistant Provost for Financial Affairs or Comptroller.

Qualifications

Minimum Acceptable Qualifications
CREDENTIALS TO BE VERIFIED BY PLACEMENT OFFICER


    1. Bachelor's degree with a major in Accountancy or a related field AND two (2) years of professional level accounting experience.
      OR
    2. Possession of current registration as a Certified Public Accountant (CPA), Certified Management Accountant, or a valid license to practice Public Accounting (LPA).
      OR
    3. Master's degree in Accountancy or a related field.

  1. Knowledge of University policies and procedures, State of Illinois guidelines and AIS applications and procedures.
