Pipeline Regulatory Compliance Manager

The Pipeline Regulatory Compliance Manager is responsible for leading IMTT's pipeline regulatory compliance programs while also providing support for the Operations Excellence Program. This combined role oversees the development, implementation, and continual improvement of compliance programs and enterprise-wide operational initiatives.

The leader in this role has the primary task of ensuring IMTT maintains full compliance with all PHMSA and state pipeline regulations. The secondary task of the role is to assist with driving operational consistency, audit readiness, and programmatic excellence across all business units. This position is based in New Orleans, Louisiana, with company-wide responsibilities and periodic travel to all IMTT facilities.

Responsibilities

Regulatory Compliance Leadership:

  • Lead all pipeline regulatory compliance programs including Operations & Maintenance, Integrity Management, Control Room Management, Damage Prevention, and Public Awareness.
  • Develop and maintain PHMSA-compliant procedures, documentation, records, and reporting systems.
  • Oversee regulatory reporting processes and ensure timely, accurate submissions.
  • Maintain current knowledge of regulatory changes and provide guidance to regional and corporate leadership on impacts.
  • Support engineering and operations on regulatory requirements for new construction, modifications, asset replacement, and integrity initiatives.
  • Provide training on regulatory requirements, procedural updates, and best practices.
  • Establish and maintain liaison with regulatory agencies, industry groups, and applicable vendors/contractors to ensure IMTT is armed with the information to be best in class with respect to compliance.

Audit and Performance Management:

  • Ensure operational assets are fully prepared for PHMSA and state agency inspections and audits; serve as a primary liaison to regulators.
  • Develop and maintain a PHMSA compliance self-audit program.
  • Coordinate cross-functional preparation for internal and external audits
  • Evaluate audit findings, lead root-cause analysis, and oversee corrective action implementation to prevent recurrence.
  • Develop key performance indicators (KPIs) to monitor compliance and performance.
  • Prepare and present compliance, audit performance, and process improvement reports for senior leadership.

Leadership and Team Development:

  • Work with a multidisciplinary team responsible for compliance, procedures, quality, and operational excellence.
  • Establish internal requirements for third-party consultants, vendors, and contractors supporting compliance or operational programs.
  • Promote a high-performing culture grounded in integrity, accountability, and continuous improvement.

Operations Excellence Support:

  • While compliance with state and federal pipeline regulations will be the primary responsibility of this role, given the size of IMTT's pipeline footprint, it is anticipated that additional capacity will be available to support our Operations Excellence Program. Our Operations Excellence team is responsible for:
  • Programmatic development, procedure creation, organizational process alignment, and continuous improvement initiatives.
  • Development and maintenance of standard operating procedures (SOPs), best-practice guidelines, and enterprise operational frameworks.
  • Managing and sustaining programs for third-party underwriter survey preparation, customer audit readiness, and industry audit compliance.
  • Partnering with operations, engineering, safety, and other departments to design and implement operational improvement projects and one-off strategic initiatives.
  • Championing consistency and standardization across IMTT's operational processes and management systems.
  • Maintain organizational process documentation and tracking systems to ensure traceability, version control, and compliance.

Education and Experience

  • Bachelor's Degree in engineering, science, or related technical field.
  • Valid Driver's License
  • TWIC (Transportation Workers Identification Credentials) for access to IMTT's terminal locations.
  • 5+ years experience in the pipeline and/or storage terminal industries.
  • Experience with PHMSA compliance required; 10+ years direct experience with PHMSA 49 CFR Part 192 and/or Part 195 may be used in-lieu of degree.
  • Experience in development or modification in operating procedures and/or management system procedures.
  • Experience in change management, especially in implementation of internal policies to address compliance to internal and external requirements.

Hours of Work

  • Typical hours of operation are Monday through Friday 8:00 am to 5:00 pm.
  • This is an exempt, salaried position. The role requires flexibility as business needs require.
  • This position requires the ability to always respond and be available for contact.
  • Occasional travel may be necessary up to 25%, sometimes with little or no advance notice.

  • This job operates in an office environment as well as the outside environment. This role routinely uses standard office equipment such as laptop computers and smartphones.
  • The large scale of the operation and the extensive layout of the facility require that the applicant have the ability to walk and stand on uneven terrain, to climb stairs and ladders, and traverse inclines: uphill, downhill or mixed. Furthermore, because the facility and adjoining facilities handle hazardous materials, the applicant must be able to ingress and egress in foreseeable emergencies. The applicant must be able to work safely without presenting a direct threat to self or others.
  • This would require the ability to lift up to 25 pounds, bend, stand, or stoop, as necessary.
  • Ability to perform climbing, bending, stooping, kneeling and moderate lifting.
