*Job Description* *Class Specification Overview* Class specifications provide a descriptive summary of the range of duties performed by employees in this classification. They are not intended to list every responsibility assigned to the role.
Under general direction, this position manages an independent information technology work group or serves as a project lead for information technology initiatives within the Health Services Information Technology Unit. The role includes supervising professional and technical staff and performing related duties as required. *Distinguishing Characteristics* This classification differs from the Health Services Information Technology Manager in that it oversees smaller, less complex work groups. Complexity is determined by factors such as budget size, the number and intricacy of supported applications, and the variety and interconnections of platforms within the organization. Work is performed within a broad operational framework, with full authority and responsibility over a designated functional area or service. Incumbents must demonstrate creativity, resourcefulness, and sound judgment in analyzing and resolving complex issues. Incumbents typically report to a Manager but may report to an Assistant Health Services Information Technology Director. *Minimum Qualifications* *Education* A Bachelor's Degree from an accredited college or university with a major in: * Computer Science * Medical Informatics * Healthcare Administration * Health Sciences * Business Administration * Public Administration * Engineering * Or a closely related field *Experience* Three (3) years of full-time experience as a manager, supervisor, or project lead in an information technology environment, with responsibility in one or more of the following areas: * Application support * Development/programming * Data analysis and report development * Systems analysis * Technical support * Network or server administration At least two (2) of the required years must be in a healthcare information systems environment. *Substitution - Experience* A Master's Degree in one of the majors listed above may substitute for one (1) year of required experience. *Substitution - Education* * One (1) additional year of qualifying experience may substitute for the required academic major; *OR* * Additional qualifying experience may substitute for up to two (2) years of required education on a year-for-year basis; *OR* * Professional technical certifications may substitute for up to two (2) years of required education. * Each of the following current and valid certifications equates to six (6) months of required education: * Epic certifications (e.g., Ambulatory, Tapestry, Resolute Hospital Billing, HIM, Prelude, ClinDoc, ECSM, ODBA, etc.) * CAHIMS * HL7 certification * VMware: VCP, VCAP, VCDX * Cisco: CCNP, CCIE *Certification Requirement* Incumbents may be required to obtain and maintain vendor-specific certifications for supported applications. Certification must be obtained within six months of supervisor notification. *Knowledge, Skills & Abilities* *Knowledge of:* * Healthcare administration and health plan operations * Leadership, management, supervision, training, and performance evaluation * Budget development and management * Information systems principles in a health services environment * System development, testing, and implementation methods * Information systems design, implementation, and management strategies * Project and change management *Skill in:* * Analytical thinking and problem solving * Verbal and written communication *Ability to:* * Supervise and coordinate the work of professional and technical staff * Select, train, and evaluate personnel * Analyze business requirements and recommend effective system solutions * Communicate clearly and concisely * Respond to escalated user inquiries * Build and maintain effective working relationships * Deliver and promote high-quality customer service * Respect cultural and linguistic diversity across the County *Typical Tasks* *Management Responsibilities* * Lead, supervise, coordinate, and participate in operational activities for an assigned information systems work group (e.g., application development, support, end-user training, server administration, systems security). * Select, train, motivate, and evaluate information technology personnel. * Plan, prioritize, assign, and review staff work related to developing, implementing, and maintaining hardware/software applications and providing user support. * Analyze system requirements and implement processes or improvements to increase efficiency and effectiveness; draft or update system documentation and coordinate user training. * Provide technical leadership and direction in software/hardware selection, development, implementation, testing, and support. * Manage assigned projects and budgets; monitor compliance with specifications, laws, and regulations. * Research emerging technologies and recommend systems and improvements; prepare analytical and statistical reports. * Guide development of new or enhanced systems, policies, and practices for the Health Services Department. * Participate in policy and procedure development; ensure compliance and recommend updates to standards. *Additional Responsibilities (When Assigned to CCHP)* * Support the Epic Tapestry module, including claim rules, member benefits, plan setup, and provider configuration; collaborate to program systems to comply with business rules. * Manage the Performance Management Unit; advise the CEO on business and policy decisions related to health care systems management. * Prepare and analyze reports for the CCHP CEO and COO to support strategic planning. *Skills* * Supervision * Application/System Support * Epic Systems *Top Skills* * Supervision * Support * Epic *Additional Information* This is a contract-to-hire role. Epic certification is not required upon hire; the organization will provide certification training for qualified candidates. *Job Type & Location*This is a Contract position based out of Martinez, CA. *Pay and Benefits*The pay range for this position is $70.00 - $75.00/hr. Eligibility requirements apply to some benefits and may depend on your job classification and length of employment.
