Job Summary

The Natural Resources Division of the Department of Building and Development is seeking a candidate for a full-time Erosion & Sediment Control (ESC) Engineering Technician.

This position requires thorough knowledge of County and State Erosion and Stormwater Management Program laws and regulations and specific working knowledge of civil engineering and construction site management and civil engineering plans. This position is responsible for the following duties:

- Completes erosion and sediment control inspections. This includes performing inspections of active construction sites in accordance with State and County Code requirements; reporting site problems and special conditions; proposing corrective actions to address site issues; completing bond reduction/release and code compliance inspections, and maintaining/documenting inspections and project assignment status within the land management system.

- Initiates and supports erosion and sediment control enforcement per the Loudoun County Erosion and Stormwater Management Ordinance and Virginia Erosion and Stormwater Management Act and Regulations, including inspections related to Notices to Comply, Stop Work Orders and Notices of Violation.

- Conducts plan review in accordance with state and local ordinances, laws, and handbooks.

This position requires general knowledge of standard office procedures, practices, and policies, and the ability to use computer programs and equipment. The ideal candidate must have the ability to communicate ideas clearly, concisely, and effectively both orally and in writing and maintain effective relationships with fellow employees, County officials, contractors, and the public. The ideal candidate should also have the ability to act independently using sound engineering judgment to solve problems and issues in the field or the office and should effectively be able to work in a team environment.


Minimum Qualifications

Associate degree; two (2) years of related work experience preferably related to stormwater,management, engineering, or a related field; or equivalent combination of education and experience.

Applicants currently holding certifications of Combined Administrator Erosion Sediment Control and Stormwater Inspector through the Department of Environmental Quality (DEQ) are preferred.


Job Contingencies and Special Requirements

Employment is contingent upon successful background check completion, to include criminal, credit, and driving record checks. This position requires working in an outdoor environment during varying types of weather (hot or cold). The applicant must be able to inspect active construction projects, often requiring significant walking or crawling through tight spaces and climbing into manhole structure. May be subject to call during weather events or as required. Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.

The applicant must pass the certification exam for the Virginia Erosion and Sediment Control Inspector within six (6) months of employment and achieve Plan Reviewer Certification or Combined Administrator certification within two (2) years of hire. The applicant also must pass the certification exam for the Virginia Stormwater Management Inspector within one (1) year of hire.
