The Division of Finance and Administration (DFA) provides services and support to over 50,000 students, faculty, and staff with the mission of advancing UCI's brilliant future and the vision of becoming world-class campus partners. The UCI Office of Environment, Health and Safety (EH&S) provides safety and compliance guidance to all UCI operations and facilities. Under formal Memorandums of Understanding (MOUs) with both the Office of the State Fire Marshal (OSFM), EH&S Fire and Life Safety Team staff perform plan review, construction inspections, existing building inspections and other work on behalf of OSFM, providing reviews and code enforcement on behalf of the agencies. Other EH&S staff provide expert consultation and other services related to biosafety, chemical safety, radiation safety, workplace safety and ergonomics, industrial hygiene, environmental protection and spill response.


Your Role on the Team

Serves as the recognized subject matter expert on fire and life safety in campus design and construction. Under the terms of a formal Memorandum of Understanding (MOU), to act on behalf of the Office of the State Fire Marshal (OSFM) to do specialized plan review and field enforcement work; consults with fire officials, architects, engineers, contractors, and campus staff on problems of fire and panic safety in the design, construction, and operation of buildings and facilities. This position will guide and train staff in providing support to construction projects as well as general fire and life safety inspections; cooperates with other public agencies on mutual problems relating to fire safety; reviews reports and recommendations of field inspectors and prepares letters of instruction and recommendation to owners; and makes special field inspections with personnel in unusual or controversial problems. Serves as subject matter expert for Title 19 & 24 California Code of Regulations on fire and life safety issues. Has delegated authority to act on behalf of the OSFM to approve/deny activities that may impact on campus' core mission.


What It Takes to be Successful

Required:

  • Expert knowledge and skill in applying and interpreting applicable local, state, and federal regulations including the California Health & Safety Code - Titles 8, 19, and 24, California Building Standards Codes including California Building Code, California Fire Code, California Mechanical Code, California Electrical Code, California Plumbing Code and NFPA standards in the areas of fire protection, life safety and panic safety. This includes legacy codes and standards as necessary.
  • Expert knowledge in the application of fire protection engineering, safety engineering, loss prevention and risk management principles.
  • Advanced analytical skills and ability to organize, prioritize and manage the successful completion of high-level and potentially complex projects within budget and time constraints. Expert skill to effectively represent the organization to local, state and federal authorities, and community groups.
  • Advanced analytical and organizational skills to organize, prioritize and manage the successful completion of projects within budget and time constraints.
  • Significant experience performing a combination of fire prevention inspections, plan review, and construction inspections in a California local or stale entity responsible for fire and life safety code and regulation enforcement.
  • Proven organizational and customer service skills to effectively manage multiple priorities. Skill to effectively communicate with diverse constituencies and senior campus management. Proven and solid communication skills including: verbal and written, active listening, critical thinking, persuasiveness, advising and counseling skills.
  • Proven skills lo quickly evaluate complex issues, identify resolution, and create effective written, comprehensive analyses with recommendations.
  • Bachelor's degree in related area and / or equivalent experience / training
  • Designation as "Designated Campus Fire Marshal (DCFM)" by the Office of the State Fire Marshal (or ability to apply for this designation within 3 months of hire as a condition of employment, and attain and maintain designation within 6 months of hire)
  • Certifications from OSFM - CA Fire Service Training & Education System for Fire Prevention Officer 3, Fire Inspector 1, Fire Inspector 2, Fire Plans Examiner, or Fire Marshal (or equivalent)
  • A minimum of 1 year of experienceExperience with construction plan review and/or technical inspection experience or supervision of general construction projects for fire and life safety compliance in a public or private fire prevention agency.
  • A minimum of 1 year of experienceRelevant work experience

Driver's License:

  • Required to hold a valid drivers license, have a driving record that is in accordance with local policies/procedures, and/or enroll in the California Employer Pull Notice Program.

Preferred:

  • Proven management expertise to effectively lead and direct subordinate professional staff in different programs. Solid interpersonal skills to effectively motivate others, skilled in facilitation, managing, coaching, and relationship building
  • Experience in managing and approving fire, life and panic safety provisions for large special events

Special Conditions:

  • Must be able to work an irregular or flexible schedule to address campus emergencies when needed.
  • Must successfully complete a background check.
