Description

Salary range is $81K to $144K with a midpoint of $98K. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

This is a Term-Limited position with an anticipated duration of 60months.

GENERAL PURPOSE:

Under general direction, this role is responsible for analyzing, developing, preparing, and overseeing the content, format, and production of a wide range of security reports, ad hoc queries, and data analyses for the Security and Fare Engagement Division. The position supports division management and decision-making by interpreting data using techniques that range from basic aggregation to advanced statistical analysis.

Additionally, the role contributes to the preparation of periodic service performance reports for both internal and external audiences. It involves collecting, managing, and analyzing data from multiple sources to identify patterns, trends, and potential threats. By transforming raw data into actionable intelligence, this position supports law enforcement and security operations with strategic insights that help reduce crime and respond effectively to emerging challenges.

To excel in this role, strong analytical skills, attention to detail, and the ability to work independently are essential. Candidates should have expertise in data analysis and be comfortable working with large datasets. While a background in criminal justice or law enforcement is beneficial, it is not strictly required.

ESSENTIAL FUNCTIONS:

  • Prepares a wide range of monthly, quarterly, and annual operational performance reports including, but not limited to, monthly and quarterly service reports for Security and Fare Engagement management and others; reviews reports and analyses with subject matter experts; performs peer comparison and industry research to evaluate reporting alternatives.
  • Attends regularly scheduled meetings with other departments to present data reports
  • Collecting and analyzing security data from reports, calls for service, and other resources data to identify patterns, trends, and hot spots
  • Assists with the development and maintenance of reports as requested by internal partners throughout the agency.
  • Facilitate the implementation of data quality standards and adoption requirements in the department. Identify and ensure the resolution of data quality issues, such as uniqueness, integrity, accuracy, consistency and completeness, in a cost-effective and timely manner.
  • Works with agency partners on the support, implementation or enhancement of reporting. Coordinates data activities with external partners to ensure consistency of data and integration with Sound Transit (ST) security information.
  • Develops, tests, and implements queries and ad hoc report writing to respond to requests for security information from management, employees, and public disclosure requests or to validate, interpret, and verify tactical and strategic deployment of resources, and accuracy of system data and reporting.
  • Evaluates processes and procedures in assigned areas, makes recommendations, and assists in the design and implementation of solutions. Demonstrates continuous effort to improve activities, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless service for internal and external customers; makes recommendations for training needed for internal customers.
  • Assists with project management functions related to data analysis and data management.
  • Serves on assigned committees; partner with other departments on possible reporting and assessment needs; attends and participates in professional group meetings; stays abreast of new trends and innovations in assigned field; maintains awareness of federal, state, and local regulations and impact of changes on the Agency.
  • Maintain the confidentiality of sensitive information.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelors degree in Criminal Justice, Crime Analysis, or a related field. Three years of experience in intelligence analysis in a medium-to-large organization, or closely related work experience; Or an equivalent combination and experience.

Preferred Licenses and Certifications:



  • Criminal Intelligence Certified Analyst (CICA)


Required Knowledge and Skills:



  • Ability to communicate complex data in a clear and concise manner.
  • Strong research skills and attention to detail.
  • Knowledge of Office 365 application suite, including SharePoint Online.
  • Report preparation and presentation using data visualization software (i.e Power BI, Tableau).
  • Data analytics and presentation, and data processing techniques.
  • Knowledge of performance measurement concepts.
  • Principles and procedures of sensitive record keeping, storage, and document management.
  • Pertinent local, state, and federal laws, regulations, and ordinances, especially with regards to data stewardship and governance requirements for a public agency.
  • Office procedures, methods, and equipment.
  • Developing and maintaining effective working relationships with other department staff, management, contractors, vendors, and outside agencies.
  • Interpreting policies and procedures to sufficiently administer, discuss, resolve, and explain to staff.
  • Applying appropriate analysis, judgment, logic, and communication methods when solving problems.
  • Technical documentation and writing.
  • Maintaining confidentiality while communicating with tact and diplomacy.
  • Preparing and presenting written and oral communication.
  • Using information retrieval systems to extract data to produce reports.
  • Administrative practices for office management.


Preferred Knowledge and Skills:



  • Knowledge of law enforcement procedures and criminal justice systems.
  • Understanding of basic programming concepts; familiarity with low-code development platforms (i.e. Power Apps, QuickBase).
  • Basic understanding of database technology and design concepts; familiarity with Extract/Transform/Load scripting.
  • Knowledge of scripting languages such as Python and SQL.

  • Work is performed in a hybrid office environment.
