Location: WISH Clinic Building
Primary Purpose
Responsible for managing and overseeing activities for the Center of Innovation and Value at Parkland (CIVP). Provides leadership through initiating, planning, and managing the work performed by project teams, for multiple, concurrent projects by using CIVP standard project management processes, methods, and tools. Works closely with leadership to manage existing projects assigned by senior leadership across Parkland Health and Dallas County.
MINIMUM SPECIFICATIONS
Education
- Must have Master's degree or higher in a clinical health professional discipline, public health, social work, or related healthcare field.
Experience
- Must have eight years of experience.
- Must have at least three years managerial or leadership experience.
- Prefer experience in healthcare setting.
Equivalent Education and/or Experience
- May have an equivalent combination of education and/or experience in lieu of specific education and/or experience as stated above.
Skills or Special Abilities
- Understands practical management approaches such as management of workflow, quality review, coaching, and performance management.
- Requires advanced knowledge of a specific discipline and broad knowledge of related job areas.
- May influence outside of own department, while balancing internal, divergent objectives to gain cooperation of other parties.
- Communicates to parties both within and outside of own department.
- Plans and establishes goals and objectives for a team of professional staff and/or one or more large teams of operational or functional staff to accomplish outcomes that have direct impact on department results.
- Contributes to tactical and operational, functional, and/or business plans with short-to mid-term impact on department results (e.g., 1 to 3 years).
- May have budget accountability for area of responsibility, or manage elements of the budget.
Responsibilities
- Serves as a trainer, facilitator, and day-to-day liaison to project team members on the capabilities and appropriate use of CIVP's project management tools, methods, and processes.
- Provides leadership through supervising, planning, managing, and reporting on the work performed by individual project teams on multiple, concurrent, and complex organizational projects. Applies CIVP's project management direction, methodology, and processes to assigned projects, to achieve organizational goals. Facilitates the process(s) of developing project objectives and deliverables.
- Has good organizational and management skills; must be able to demonstrate both analytical and managerial skills.
- Must be able to communicate effectively with all levels of internal and external personnel within and outside of departmental structure. Serves on both internal and external committees.
- Builds relationships with community stakeholders to implement innovations that are community driven. Identify strategic solutions that address the community's health and social needs and building ownership that facilitates sustainability of those strategies.
- Selects, trains, supervises, motivates and evaluates assigned staff. Assesses patient needs and staff capabilities, scheduling staff to ensure maximum utilization of individual and group capabilities, while providing optimal service to internal and external customers. Ensures assigned staff receive opportunities to further their knowledge. Serves as a role model and resource.
- Evaluates staff competencies and delegates tasks effectively. Directs staff meetings, interviews, trains, counsels and provides other personnel activities to ensure that clinical activities meet department and Parkland goals and mission objectives.
- Stays abreast of the latest developments, advancements, and trends in the field of community health by attending seminars/workshops, reading professional journals, and actively participating in professional organizations. Integrates knowledge gained into current work practices.
Job Accountabilities
- Identifies and analyzes the design of jobs, work processes, work flows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.
- Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
- Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
- Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
- Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
- Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
